If the President favors a bill, there are many ways he can encourage it to be passed. He can invite members of Congress to the White House to discuss the bill. He can also make a speech on TV to get citizens of the US in favor of the bill. Then, those people can call their Senators or Representatives and tell them that they are for that bill.
