WHY DOES THE PRESIDENT DEVELOP A CLOSE RELATIONSHIP WITH CONGRESS?
 
 

 If the President wants to make changes in America, he must have a close relationship with Congress.  Only Congress can make new laws, therefore, the President must become "friends" with the members of the House of Representatives and the Senate.  The President uses the "friendships" to have his bill(s) introduced.
