Conflicts between the U.S. and other countries over the death penalty

Tony Dameron was convicted in September of 1998 for the brutal killing and sexual assault of his 3-month old daughter.  The man, in order to avoid being incarcerated here in the U.S. is hoping to be transferred to Canada to serve life without parole, since Canada has abolished the death penalty.  An international treaty, The Convention on the Transfer of Sentenced Persons, passed in 1985 by 48 countries, allows for prisoners to be transferred between countries, providing that certain circumstances are met.  Dameron claims to have been born in Toronto and that one of his parents was an American, which would make him a dual citizen of both Canada and the U.S.  The decision would ultimately come down to the state where he was convicted on whether or not to transfer him to the Canadian justice system, which many people say is unlikely to happen.

Methods of death used by other countries

China: There are 68 crimes in China that the death penalty is provisioned for, such as murder, rape, property offenses, and drug offenses.  Anybody under 18 or pregnant cannot be sentenced to death.  Repeat offenders of economic crimes such as stealing, embezzlement, fraud, etc. have also been sentenced.  Executions are usually carried out after the trial and a bill is mailed to the family for the bullet.  From 1990 to 1999, China sentenced 27,599 people to death and carried out over 18,194 executions.

Iran: Most executions in the past decade were performed by hanging.  Also, stoning is a form of execution.

Nigeria: Executions carried out by firing squad or stoning.

Thailand: Executions carried out by firing squad armed with an automatic, mounted machine gun.

Note: The death penalty can be issued in many strict Islamic countries, such as Mauritania, Sudan, Afghanistan, Pakistan, Iran, Saudi Arabia, UAE, and Yemen, for committing a homosexual act.
