| When you are factioned; to have a councilor for your faction ~ you want him to be a dedicated believer. If the councilor is a believer in another faction or has turned to shalille then you need to create three shifts. To create two shifts you need someone, who meets the criteria on the token/councilor list on the right, to turn in a token to the councilor. And to create one shift you want someone in your faction who DOESN'T meet the criteria to turn in the token. The councilors three shifts are: Non-believer to weak believer. Weak believer to strong believer. Strong believer to dedicated. So If your councilor is already a strong believer you don't want to create two shifts which would most likely have him turn to shalille for purification of his thoughts. You would only want one shift to get him to dedicated. |
