MISSION
BWCO
is dedicated for the establishment of human rights and democracy in
Bhutan and promoting the principles of democracy, human rights,
democratic values, women’ rights, gender justice, social justice,
child rights, rule of law among Bhutanese people and creating a
culture of peace through education, training, publication and
dissemination. By implementing principles of democracy,
non-discrimination, human rights, women’ rights, child rights, civil,
political, social, economic, cultural rights and fostering
international public law instruments through peaceful and non-violent
means, BWCO aims to reformulate the existing discriminatory system
in public policies and social system and cultivate social justice
in the development of a sustainable peaceful and democratic Bhutanese
society
VISION
An
equitable democratic society in Bhutan which is just, equitable and
where women and men from all background are empowered and are able to
contribute equally in the mainstream development process and able to
exercise their rights, define and articulate their interests and needs
in public policy.
GOALS

To work for the
establishment of human rights in Bhutan
through peaceful and non-violent means.
To promote and propagate the principles, ideals and
values of democracy; rule of law, principles, and provisions of
non-discrimination, equality, women’s human rights, and
social justice
enshrined in the International Human
Rights Instruments including CEDAW, and CRC among Bhutanese
people.

To work for the empowerment
and advancement of Bhutanese women through better opportunities of education,
gainful and equal employment, economic, political and legal empowerment,
gender equality and an equitable share in decision making and for their
full participation in all spheres of society.
To combat against
all forms of discrimination, injustices, exploitation, and oppression
against women and work for their elimination.
To work for the
protection and promotion of the rights of Bhutanese children and
work for elimination of all forms of exploitation and discrimination
against children.
To work for the
early repatriation of Bhutanese refugees with dignity and honour.
AIMS
& OBJECTIVES
The aims and
objectives of BWCO are:

To work for the establishment of human
rights in Bhutan through peaceful and non-violent means.
-
To work
for the protection and promotion of women’s human rights as enshrined
in various International Human Rights Instruments including the
Convention on the Elimination of All Forms of Discrimination Against
Women,, the Platform for Action and the Beijing Declaration, 1995 in
Bhutan and to work for elimination of all forms of exploitation,
discrimination, violence against women and trafficking.

To organise training, seminar and
workshop for raising awareness and consciousness of Bhutanese women
about the principles and ideals of democracy, non-discrimination,
human rights, civil, political, social, economic, cultural and legal
rights, rule of law, women’s human rights, gender equality, gender
justice and social justice as enshrined in various International Human
Rights Instruments, including the Convention on the Elimination of All
Forms of Discrimination Against Women among the Bhutanese people at
grassroots level for achieving democracy human rights and social
justice.

To educate Bhutanese
women about phenomenon of cruelty, violence, sexual exploitation,
trafficking and discrimination against them and mobilize them to
combat against all forms of discrimination, exploitation and
violence against them (PA).

To
raise women’s consciousness about the social, cultural, economic,
religious and legal injustices, gender issues and discrimination
against them and develop their consciousness, self-confidence and
esteem through training, discussions, workshops, publications,
awareness raising and leadership development programmes.

To
advocate and monitor gender representation and balance in national
programmes, policies and processes. To contribute to the
institutionalisation of gender perspectives in major national
development programmes.

To
campaign and advocate for the
enactment of national legislation on elimination of all forms of
discrimination and exploitation against women and promote observance
of practical application of the provisions of International Human
rights Instruments.

To
promote women’s right to health and create awareness about AIDS among
the Bhutanese refugee community as a part of prevention education.
To initiate safe motherhood and child health programmes for
Bhutanese refugees in the refugee camps.

To work for the
early repatriation of Bhutanese refugees with dignity and honour.
Children:
Objectives
-
To work
for the promotion and protection of the rights of Bhutanese children
and work for elimination of all forms of exploitation and
discrimination against children.
-
To raise awareness of Bhutanese people about the principles and
provisions of the Convention on the Rights of the Child and
other International Instruments on Child Rights through various
demonstrative activities, publication, seminars, training and talk
programmes.
-
To
organise seminars, workshops, training and public meetings with the
objectives of educating and training Bhutanese people in the defence
of child rights.
-
To work
for elimination of exploitation and oppression of Bhutanese
children, child labour and all forms of discrimination and
deprivation against them.
-
To
combat child labour, trafficking and sexual exploitation and abuses
of children and initiate local, regional and international alliances
for the promotion and protection of the Rights of the Child in Bhutan.

Initiate programmes for rehabilitation of children at risk and under
difficult circumstances. Develop and establish educational fund for
helping the under privileged, deprived and poor Bhutanese children who
have no access to formal education.

To
serve as a centre for dissemination of information, documentation and
publication concerning the status of Bhutanese women and children.
