PART 28
Kidnapping

The urban guerrilla kidnaps and detains in a secret place a police agent, North American spy, a high-ranking political figure, or any other notorious or dangerous enemy of the revolutionary movement.

Kidnapping is used as a means of exchanging or liberating imprisoned revolutionary comrades, or to force the military dictatorship to end the torture of prisoners. Kidnapping of non-political national figures, such as well-known artists, sports personalities, or publicized individuals in other fields, may be useful as a form of revolutionary propaganda. It is important that these forms of kidnapping encourage public sympathy and acceptance.

The kidnapping of North Americans working in Brazil, or visiting Brazil as tourists, constitutes a form of protest against U.S. imperialism, and its penetration and exploitation of our country.
