Alonzo Black's public service to Prince George's County began upon his honorable discharge as a combat decorated Sergeant from the U.S. Marine Corps in 1967. As the County's first African American police officer, Al Black attended Prince George's Community College and Bowie State University, graduating cum laude in 1974 with a BS degree in Business Administration. Later that year he was appointed Detective Sergeant for the Prince George's County State's Attorney as he started law school at the University of Maryland.

Upon passing the Maryland State Bar in 1977 he practiced as a Prosecuting Attorney in both the District and Circuit Courts and coordinated Grand Jury cases for two years before retiring to Civil practice in 1992. In 1993 he was appointed as Assistant Sheriff for Prince George's County, and one year later was appointed as Chief Assistant Sheriff. He served as the agency's second in command until his election as Sheriff in 1998.

 

Colonel John Moss

Chief Assistant Sheriff

Chief Assistant Sheriff, Colonel John Moss is responsible for the daily operation of the Sheriff's Office and reports directly to the Sheriff. He also acts as Sheriff when designated in Sheriff Black's absence. Colonel Moss is a 23 year veteran of the Prince George's County Police Department. Considered to be one of the founding fathers of the Department's Community Policing Program, he also implemented the nationally acclaimed D.A.R.E (Drug Awareness Resistance Education) Program for the County's school system and has commanded the Department's Press Information Office.

Realizing the police department's need to broaden it's partnership and dialogue capabilities, Moss joined the National Conference in 1988. He developed forums between the community and the department to reduce stereotypes and enhance communications. He currently serves as the Prince George's County Chairperson for the conference.

Lieutenant Colonel John W. Thompson

Assistant Sheriff

As Commander of the Bureau of Administrative and Family Services, Lt. Colonel John Thompson coordinates the efforts of the Sheriff's Child Support Enforcement and Domestic Violence Units. Both have been widely recognized as national models.

With 22 years of law enforcement experience, Colonel Thompson has served 12 years as a municipal police chief in Prince George's County. The most recent 8 years were served in the City of Mount Rainier where he developed innovative community based programs resulting in a reduced crime rate, improved quality of life, and winning the Maryland Municipal League's "Award of Excellence" for three consecutive years. He hold a degree in Law Enforcement, is a graduate of the FBI Law Enforcement Executive Development School, Maryland Executive Institute, and Northwestern University School of Police Staff and Command.

Lieutenant Colonel Frank Kobilis

Assistant Sheriff

As Commander of the Bureau of Field Operations for the Office of the Sheriff, Lt. Colonel Frank Kobilis implements various initiatives to enhance the service of the agency's arrest warrants and civil process.  Colonel Kobilis is also a Prince George's County Police veteran who served the department for 22 years before retiring to become Director of the Charitable Organizations Division of the Maryland Secretary of State.  He has served as Program Coordinator of the Maryland Military Monuments Commission and has assisted the Governor's Office in veteran related matters.

Colonel Kobilis is a graduate of Oxon Hill High School and earned his degree in Law Enforcement from the University of Maryland.  He served in the United States Air Force and has instructed at the Charles County Community College.
