associated with a senior instructor.

Washington DC, USA. (Consultant-Education): Evaluated, designed, developed
and maintained computer software and educational courseware for major U.S.
companies contracting to the United States government. Developed and
conducted graduate level seminars specialized on Electronic Data
Interchange (EDI), Client-Server (CS), Graphical User Interfaces (GUI),
Object Oriented programming systems (OOP) and internet based CBT (IBCBT/ICW).
Clients included the US Library of Congress, I-NET, Federal Data, US Navy,
US Army and several small government service providers. Extensive use of
multi-media computer systems in delivery of courseware.
1991-1994; Senior Programmer Analyst,
Bureau of Personnel, State of South Dakota (SD), Pierre, SD, USA.
Designed, developed, implemented and maintained the Intelligent Scanner
System (ISCAN). This system was designed to scan paper input, and store
it as data files to be used on DOS based, IBM mainframe based, and UNIX
distributed databases. Designed, developed, implemented and maintained
Computer-Based Instruction and Help (CBI/H) systems which delivered
courseware to state employees throughout SD, USA. Real time electronic
connections between SD, Florida (FL), Minnesota (MN) and Texas (TX) were
used to keep databases for all state employees.
1991-1994; University Instructor,
Capital University Center (CUC), Pierre, SD USA; SD State University contracted through (CUC),
Brookings, SD, USA; The University of SD contracted through (CUC), Vermilion, SD, USA;
Northern State University contracted through (CUC), Aberdeen, SD, USA;
Mitchell Vocational-Technical School contracted through (CUC), Mitchell, SD, USA.
Served as an instructor for introductory computer classes,
advanced database administration classes, spreadsheet usage classes,
and basic level word processing classes. Designed and developed PC based
CBT courseware used in university classes. Identified areas of classroom
instruction that could be better presented through CBT.
Developed the lessons using the Unison Authoring System and integrated
them into the course of instruction. Designed a computer testing system
to use for student placement, evaluation and certification.
1990-1991; Information Resources Manager/Computer Specialist,
State Office, United States Department of Agriculture USDA); Huron, SD, USA.
Modernized computer operations and developed CBT materials to train FmHA
employees statewide. Conducted specialized classes and seminars to SD based
Federal employees. Designed and implemented a computer network for real time
database and system administration. Developed ORACLE databases and CBT
systems to train personnel in the UNIX system administration and security.
Served as the statewide Chief Security Officer for the Farmers Home
Administration (FmHA), a multi-billion dollar lending organization within
the USDA. Managed full time employees located throughout the state of SD.
Purchased all computer hardware and software for the 78 offices throughout
the state of SD. Reported directly to the National FmHA office USDA,
Washington DC for computer equipment purchasing.
1986-1990; Senior Programmer,
Computer Based Education Design and Development department of SimuFlite
International Division, CAE-Link Singer Corporation; Dallas/FW, TX, USA.
Designed, developed, and maintained the SimuEdit authoring system used
to deliver the CBT portion of business jet and military transport crew
training for civilian and Air Force flight crews throughout the world.
Supported and maintained the CBT and simulator used to train USA Air
Force flight crew at Clark Air Base, Angeles City, Philippines.
Designed, developed and implemented interactive video, digital audio,
Multi screen real-time simulations that ran on WICAT hardware using the
WISE authoring system. Maintained logistics and communication software
developed in Informix. Established international communications network
transmitting data between the Republic of the Philippines and USA mainland
Air Force Bases.
1978-1986; Programmer, Educational Systems;
Control Data Corporation (CDC), Education Company; Mpls. MN. Developed,
programmed, maintained and provided consultant services to international
organizations utilizing the PLATO Computer Based Educational System. This
system based on the research from the University of Illinois
Champagne / Urbane (UICU later developed Mosaic the predecessor of
Netscape Internet browser). The PLATO System involved an investment of over 1 billion-dollar
by CDC as of 1986. Concepts developed and implemented within PLATO have
become the basis for 89 other CBT authoring systems throughout the USA.
Developed software using touch screen input, computer managed instruction
(CMI), self-paced instruction, basic skill development, and computer
generated educational prescriptions. Programming was done using the
TUTOR programming language and the PLATO Authoring Language, which were
developed by our group to create educational material. CBT modules were
developed on the PLATO system for users within Control Data International
and other major international organizations.
