PATRICIO FERNANDO ORTIZ MONTENEGRO was born in Santiago, Chile, on July 12th, 1964, the fourth child of a family of five. His father, Juan Ortiz Tapia, was an active member of the National Health Workers Trade Union (Servicio Nacional de Salud). His father was detained for a few months due to his extreme leftist contacts and illegal activities. Patricio Ortiz attended school (Liceo Gabriela Mistral) finishing top of the school at the early age of 16. He was also amongst the top students that approved that year the University National Entrance Examination (Prueba de Aptitud Academica) and started studying Computing and subsequently moved to study Philosophy. At the time of his arrest Patricio Ortiz was a student at the Faculty of Philosophy at the University of Chile (Santiago). This was the time when he was influenced by other radical elements, in particualr when he was at university (his own family supported this extremism as well). Of course, Ortiz was more than just an average university student, angry at the Military government. He also became involved in militant extremist organizations such as the armed winged of the Communist Party, the Manuel Rodriguez Patriotic Front (FPMR in Spanish), in its creation in 1983. Patricio Ortiz was arrested on the 28th of February 1991 on the murder of Senator Jaime Guzmán Errazuriz, by members of the Chilean Security Forces (Comandos Especiales de la Policia). This cold-blooded communist terrorist, with four others shot Senator Jaime Guzmán as he was coming out of a lecture at the Catholic University, in broad daylight with many eyewitnesses. This killing shocked the country, since he was a well known and a respected member of the opposition (founder of the Independent Democratic Union Party, and an ideologue behind the 1980 Constitution), and eventually could have ran for president, being a blow to the anti-democratic left. His arrest was one of the final blows to the extremist terrorist group. He was tried by a civilian court, but the judge being corrupt and government pressure put on the case, led to the terrorist to stay free. Since Ortiz Montenegro was a terrorist who belonged to an illegal terrorist organization, he was tried by a Military court, and was found guilty. He was soon sent to jail as befit an assasin. On the 10th of October 1992 several prisoners (Communists in Chile wrongly call these cold blooded killers "political prisoners") including Patricio Ortiz and his brother Pedro Ortiz Montenegro attempted to escape from the local prison in Santiago. During this escape his brother and two other prisoners were killed by the Security Forces and Patricio Ortiz was shot several times. Due to this event Patricio Ortiz, together with other prisoners, were moved to the High Security Prison-CAS (CARCEL de ALTA SEGURIDAD-CAS) in Santiago, Chile in February 1994. This Communist bastard with four other communist extremists escaped from this prison in 1996, with the help of a helicopter, long before their terms were over for the killing of a right-wing Senator. Patricio Ortiz Montenegro was protected and supported by Amnesty International, Communist groups (Communist party, MIR, FPMR) and these so-called "human rights" organizations (how can they be in favor of human rights by supporting a rebel and a killer?) set up a broad web of support in Chile (without much success) and in western Europe among socialist groups there and other wrongly called "humanitarian groups" (who only protect Communists). He and some others soon escaped the country with some help of international pro-communist organizations, and went on to Cuba. One of the prisoners was later caught in Santiago, and a third terrorist prisoner even had the guts to write a book about his escape!! Ortiz Montenegro then went on to Mexico where he hid for some time, then went to Switzerland, since he had a sister and some other family members living there. His family and Amnesty International, as well as the other socialist pressure groups lobbied hard to get this terrorist´s case heard by the Swiss authorities. He arrived in Switzerland to ask for assylum, but the authorities put this terrorist in jail and alerted the Chilean government. In the end, against all reason and against all respect for human rights, the Swiss authorities gave him political assylum. This makes no sense, as Chile was a democracy in every sense of the word by 1996, and this had nothing to do with political persecution, but with the fact he committed murder. This sets a terrible precedent for the right of the law and sends a bad sign to terrorists all over the world. This murderous brute was charged for the robbery of a branch of the Bhif bank (Banco Bhif) in Vitacura, Santiago; for putting an explosive artifact (small bomb) in McDonald´s, Santiago; assault and battery with result as death to a Carabinero on active duty (Policeman). Just for these charges, he was condemned to 20 years in prision. These charges do not include the killing of Senator Guzmán. This notorious killer has resurfaced after Feb.3, 2002, in Brazil, for kidnapping Mr. Washinton Olivetto, a businessman together with Alfonso Palma Salamanca, another terrorist member of the FPMR. Brazilian justice, unlike this half-joke "justice" we have in Chile will find him guilty and not let him return to Chile. The fact that Montenegro was found in Brazil perpetrating crimes shows that he still remains an active terrorist, and that he duped the Swiss authorities into giving him political assylum in order to gain time and escape prision in Chile. This coward will at least serve a term in Brazil.
