What is terrorism? Concensus has been elusive. but now that the United States is officially at war with terrorism, definition is crucial!

The term has been applied promiscuously to all forms of violence. But to get beyond propaganda, terrorism must be defined according to the quality of the act itself, not the identity of the perpetrators or the nature of the cause. An act is not terrorism simply because it opposes the cause, or because someone has labeled "terrorist" carries it out. Nor is an act not terrorism because the cause is deemed noble. Ends do not justify means. After September 11, 2001, President Bush consoled a nation reeling from devastating terrorist attacks! But he also threw down a foreign policy gauntlet:
Terrorism is theater, and America needs to close down the movie houses of those that commit atrocities to attract publicity!
The US would make no destinction between terrorists and those that harbor them
Known as the Bush Doctrine, this is now the backbone of the war on terrorism. So let us define terrorism! All terrorists acts involve violence or the threat of violence. A terrorist act ordinarily would be considered a crime - murder, kidnapping, arson. Most terrorists acts would also violate the rules of war.
Terrorism is a generic term. Terrorist organizations such as the Tamil Tigers in Sri Lanka or the ETA in Spain are only of local concern. The virulent strain of Islamic terrorism is another matter altogether. It is driven by religion. Its ideological vision is global. It is the most dangerous. The Communist fought to live whereas the jihadi terrorist fight to die, and live in the next world!
Just as the Cold War was an ideological as well as geopolitical struggle, the war on terrorism must be fought with ideas as well as with force; religious and community leaders as well as police forces and intelligent services. This ideological struggle is already upon us! The terrorist threat has moved beyond any individual group. It has global menace. Unless we win the battle of ideas, there will be no dearth of willing foot soldiers ready to martyr themselves for their cause! 

This does not mean that our day-to-day life needs radical change. But just remember: Our nation has now been awakened to the danger and must remain alert. And there is a difference between being alert and being intimidated...
America will not be intimidated!
