It is attended by diplomats from 101 countries.     United States     Reagan proposes the SGI (Strategic Defense Initiative, popularly known as Star Wars) to develop a space-based system to defend the nation from attack by strategic ballistic missiles. Reagan calls the Soviet Union an "evil empire".     Nicaragua     The U.S. Congress prohibits the Defense Department from providing military aid to the contras. The Reagan administration circumvents these limitations and supervises covert military aid to the Contras. The United States and the contras resort to armed forces to topple the Sandinista government. The Honduran government allows the contras to attack Nicaragua from their country.
