There is a specially designed "fish pass" which allows migratory fish such as salmon and sea trout to return to the rivers Ely and Taff. The bascule bridges each weigh 88 tonnes, and the lock gates are 16m high.
Visitors are not allowed to walk along the barrage from Penarth to Cardiff Bay but there is a land train available.
There is a pay and display car park, Toilets and refreshments. Childrens play area
NOTE It is now possible to walk or cycle from Penarth to Mermaids Quay. Train still runs but the walkway is now open to pedestrians. Thank you for the update Tim 
Construction of the barrage started in 1994, and took 5yrs to complete.
It creates a
freshwater inland lake from the Taff and Ely rivers.
The lake extends 13km along the waterfront of Cardiff bay.
The barrage comprises of a 800m embankment of rock and sand.
The "working part" consist of 3 locks and bascule bridges for boats to enter or leave,five sluice gates to regulate water levels in the bay.
