The Major Simulated Junior Hockey League (MSJHL) will now be the 
Carribean Simulated Hockey League (CSHL)This will help eliminate the 
confusion sometimes caused between the MSHL and the MSJHL.

The league will consist of teams located, but not limited to, the Gulf 
Coast of Mexico. 

MSHL teams will own the franchises. There can be several owners per 
team. The teams can make money by charging other MSHL teams a franchise 
fee to house their players and by winning games. 

The cost of a franchise will be $5 million. A team may finance a team, 
but must at least give $2.5 million to start off.

The league will be operated by Jazz Matthews.

=TYPES OF PLAYERS
There are two type of players. Property players (players who's rights 
belong to an MSHL team) and independent players (who's rights belong to 
the CSHL team.)

=TEAMS
Each team will be composed of MSHL property players and independent 
players.

The cash winnings for this season

The winning scale will increase per teams in the league.


=SALARY CAP
There will be no salary cap in the CSHL


=SALARY
A property players will accept one tenth of his MSHL salary to play in 
the CSHL. Example Bob Saget 3/700 in the MSHL would be 3/70 for the 
CSHL. 

Property players over 26 years must clear waivers before accepting a 
new CSHL contract.

Independent players do not need to be signed.

The minimum CSHL salary is set at $40'000 or 1/40. Maximum lenght of 
contract is of 4 years.


=MSHL MINOR CONTRACTS
MSHL teams can sign players to minor league contracts. These contract 
will count against the salary cap. If a property player with a CSHL 
contract plays over 7 MSHL games his salary will increase x10 and his full 
salary will count towards the cap. Further the contract will be of a 
duration of only 1 year. 

Example: Bob Saget 28 4/70, gets called up by Quebec Huskies and plays 
8 games. His salary becomes 1/700 and subject to all MSHL free agency 
rules.

Property players with CSHL contracts playing in the minors count 
towards salary cap.

There is no inter-CSHL free agency. 


=CALLING PLAYERS UP
You can call up a property CSHL player to the MSHL at any time. That 
players status changes if he has played in over 7 MSHL games. (see below)


=SENDING DOWN
Before each season, an MSHL team will select it's roster of 25 players 
(3 goalies, 22 skaters)  and then send down the rest of the team.

If an MSHL team does not have a CSHL affiliate, those players will be 
released.

Property players 26 years old and over must clear waivers before 
accepting a CSHL assignment.

Property players with MSHL signed contracts must clear waivers 
regardless of age.

Property players 25 and younger do not have to clear waivers unless 
signed with a MSHL contract.

Players who are 26 & 27 with a signed CSHL contract do not have to 
clear waivers at this period but will have to clear waivers if he is sent 
down again.

Waiver period is determinded by 36 hours from the moment the league 
sends the email. During this time any team can claim the player priority 
given to the lowest place team and not a first come first serve basis.


=Claiming a player
Once a team claims a player off waivers, that player can immediately be 
assigned to the CSHL without subscequent waivers.


=TRAINING CAMPS
All independent players receive a free training camp at seasons end.

All property players in a team receive a free training camp at the 
start of the season. In addition MSHL teams will be allowed 5 extra TC at 
the cost of 200k each.


=CSHL DRAFT
The CSHL draft will be composed of undrafted MSHLE players over 21 
years of age. 


=INDEPENDENT PLAYERS
An independent player will be the property of the CSHL team and is 
subject to trade between CSHL teams. Should an MSHL team be interested in 
an independent CSHL player, the MSHL team may sign the player to a full 
MSHL contract and compensate the CSHL team with $50'000.

An independent player offer is subject to all MSHL bidding rules. AKA 
the offer will be public and other teams will be able to bid on that 
same player.

EXCEPTION TO THIS RULE: An MSHL that owns a CSHL franchise, may 
negotiate with players of that franchise as if he were MSHL property until a 
third party contract is offered.


=PROPERTY PLAYERS & FREE AGENCY
All MSHL free agency rules preceed the CSHL rules. Hence a 30 year old 
player with no contract is still a UFA. A 24 year old is still subject 
to compensation. EXCEPTION: A 28 year plus property player may forfit a 
signed CSHL contract to sign an MSHL contract. Compensation to the CSHL 
team will be $75'000.

Should a property player play over 7 CSHL games without a contract, 
that player will become an MSHL UFA regardless of age.


=THIRD GOALIE RULE (temporary rule)
At the start of a season, the MSHL team selects 3 goalies. These 
goalies may travel up and down without clearing waivers. The third goalie may 
even play in the CSHL on a regular basis. These 3 goalies are not 
interchangeable throughout the season. Should a 4th goalie be called up or 
down, he is subject to all CSHL waiver rules.
