This is the new LEGO recycling centre where trucks like #6564 can deliver the garbage they collect.  The side of the building to your left is a where garbage is collected and sorted.  The 'recycling' occurs in the middle section, which you may recognize as "The Candy Machine" from LEGO Crazy Action Contraptions: A LEGO Inventions Book, by Don Rathjen and the editors of Klutz.  Minifigs dump the garbage in the top, and watch it slide down a ramp.  Then, when they press a button, new parts fall out the bottom!  Of course the old parts aren't melted and remolded into the new parts, but its an amusing trick and the minifigs haven't figured it out yet..  The part of the building to your right contains computer equipment, which the minifigs beleive is essential for regulating the speed and temperature of the 'recycling' tower.  Above it is the compartment where the parts thrown in by the minifigs are hidden.
