You will need:

Super Blade Pro- Download and place in your Plugins Folder. You can get it HERE
Base Frame- Unzip and place into a folder for easy access when you start the tutorial

You will need 2 Graphic's one for your frame background and one that you will use to put in your frame. I have provided both pictures that I used in zip files. If you wish to use them Unzip and place into a folder for easy access when you start the tutorial

Step 1:
Open a new image 600x600 transparent, 16.7 million colors. Open your base frame that you unzipped into your file, copy (Ctrl+C) then paste as a new layer onto your new image that you just opened.
Step 2:
With your selections tool set to rectangle, feather -0, and a check mark next to antialias, draw a rectangle around the outside of your base, then click once inside of the white area. You should now have marching ants all the way around the white base.
Step 3:
Change your foreground color to white.
Go to your layers palette and add a new layer. Your layer palette should look like the screenshot below. Working on layer 3 we are going to open your picture that you are using for your background and copy (Ctrl+C) the go to Edit/Paste/Into Selection.
Step 4:
Open your Layer Palette and click on layer 2. Go to Selections/Modify/Expand and put in 15, click okay. With your Flood Fill Bucket, fill in the space between the marching ants and the picture with white. See screenshot below.
Step 5:
Open your Super Blade Pro Filter, navigate to your Environment and Textures Folder (click on button by the red arrow)
In the main screen click okay
Step 6:
Go to your Layers Palette and making sure you are still on layer 2, right click on layer 2 and duplicate. You should now be on the duplicated layer. Go to Selections/Modify/Contract and type in 10, click okay. Now hit your delete key one time. You won't see the change yet but its okay. Go to Image/Resize and use the settings below, make sure that resize all layers is UNchecked.
Step 7:
Open your layer palette and click on layer 3, On your tool bar open your Selection Tool and set to Rectangle, feather -0, and a check mark next to antialias, draw a rectangle around the outside of your frame, then click once in the center of your picture to get those marching ants! Click on your layer palette and add a new layer, your layers palette should look like the screenshot below.
Step 8:
Click on your Flood Fill Bucket and flood fill the picture with white. Go to Selections/Select none. Open your layer palette and pull layer 5 down below layer 3. Now click on layer 3 and lower your opacity slider to about 55. Your layers palette should look like the screenshot below
Step 9:
Okay we are getting there! Open your layers palette and click on the sunglasses on layer 1 to get the red x in them. Click on the layer above to highlight then right click and go to layers Merge/Merge Visible. Turn layer 1 back on. Highlight the merged layer, as we will be working on that. Now go back to your Selections Tools and use the Round Rectangle (the setting should still be the same) you want to draw a rectangle in the center of your picture. It might take a few tries' to get it in the center. Making sure to leave space around it as we still have more to add. Once you have it centered hit your delete key once It should look like the screenshot below.
Step 10:
Open your second image and go to Edit/Copy (CTRL+C) then Edit/Paste/Into Selection. Open your layer palette and add a new layer. Working on the new layer, go back to the Selection Tool and draw another rectangle around the picture we just pasted. Again it may take a few tries to get it centered if you don't like the way it looks just undo and try again. It should look like the screenshot below.
Step 11:
Add a new layer. Working on the new layer (layer 2)Click the Flood Fill Bucket and flood fill with white. Go to Selections/Modify/Contract and type in 10, click okay. Hit your delete key one time then go to Selections/Select none. With your Magic Wand tool click on the white border to get those marching ants! Then go back to Super Blade Pro and apply the same Shiny Gold Preset as before. Go to Selections/Select none. Okay we are almost there :)

Step 12:
Go to your layer palette and add another layer. In your color palette make both your background and foreground colors white. Click on the Preset Shapes on the tool bar and use the same settings as in the picture below. In the upper left corner of your inner most frame you want to draw a small heart. Once you have drawn it use the handles to rotate it on an angle. When your done click on your layers palette and right click on layer 4 and scroll down and click on Convert to a Raster Layer. You can now use your Mover tool on the tool bar to center the heart. See screenshot below
Step 13:
Go to your layer palette highlight layer 4 then right click and click on duplicate. Go to Image/Mirror. You may need to move it a little with your mover tool to get it just right. Click back on layer 4 and right click and duplicate again. Go to Image/Flip. With your mover tool move it to where you want it. Open your layers palette this time stay on the copy of layer 4 that you are on and right click, duplicate then go to Image/Mirror. Again with the mover tool move to where you want it. When all of the hearts are where they should be (see picture below) go to your layers palette and click on the eyeglasses for all the layers below layer 4. Now click on layer 4 then right click and Merge/Merge Visible.
Step 14:
Go back to your picture (You can keep the other layers turned off for the time being) Click on the Magic Wand Tool and while holding down your shift key click in the center of each heart one at a time. Don't let go of the shift key until each one has those marching ants!
Step 15:
In the layers palette click on your merged layer then go to Effects/Drop Shadow and use the settings below. Apply again the second time changing the Vertical and horizontal to minus 3.
Step 16:
Almost done! In your layer palette click on layer 1, go to Selections/Select All. Restore your original picture that we used for our background on our frame. Go to Copy (Ctrl+C) the Edit/Paste into Selection. Go to layers, add layer making sure you are on the layer you just added. Click on the Flood Fill Bucket and flood fill with white. On the layers palette, pull layer 2 (the one you just filled) down below layer 1. Click on layer 1 and lower the Opacity Slider to about 80. Go to Layers/Merge All (Flatten). Go to Image Add Border/Symmetric/10/ click okay. With your Magic Wand, click on the border to get those ants, then Flood Fill with white, go to your Super Blade Pro and one more time apply the Shiny Gold Preset. Save, Resize for your group specifications and Sharpen/Sharpen and we are done!
