Since 50% of our crude goes to gasoline and we use more gasoline per capita than the rest of the World - we are at big disadvantage as crude prices continue to rise. We need a conservation plan that will break even for the Average American and benefit those who conserve.
The Plan
Rebate on Federal Income Tax
Only After Rebate:
Federal Use Tax on gasoline of equal amount for average user.
Based on the fact that the average family drives about 20000 miles a year in a 20 mpg car(s):
On April 15 rebate $2000 on Federal Income Tax.
On April 16 start $2.00 per gallon additional Federal Gasoline Tax at the pump.
You may make a choice and you will have money upfront to do it.
Drive a Prius or Cobalt 15-20000 miles - make $1000
Drive a Hummer 5000 miles - make $1000
Drive a Hummer 20000 miles - lose $2000
Don't file a 1040? - you lose $2000.
Walk to work - stay healthy - don't die - priceless.
Diesel (trucker) or airlines - no problem - not in the tax plan.
Drive a Suburban to the tennis club - hey, you might be part of the problem...
Gas tax has been stuck at 18.4 cents a gallon since mid 1990's when gas was about $1.00 - so this is just a return to previous percentage.
