The Red Ribbon Army was actually kind of screwed up. The head of it, Commander Red wanted to find the Dragon Balls so he could be taller. An interesting fact is that Assistant Black is one of the few African Americans to appear in Dragon Ball. Black shoots Red right in the head, and takes lead of RR. Only to be destroyed by Goku. Tao Pie Pie was not part of the RR Army. He was a hired mercenary who tried to kill Goku. He was later blown up by his own grenade which Goku kicked right back at him.
