Elliot Harkavy has over 12 years experience in strategic planning, market strategy, competitive intelligence, IT planning and operations improvement. He provides his clients with a blend of business knowledge, technology vision, project management, and operations experience.

 

Mr. Harkavy currently serves as CEO of EGH & Associates, a consulting firm focused on strategic planning and capacity building. The company’s mission is to assist organizations in achieving new levels of efficiency and effectiveness, to allow for expanding existing programs, launching new programs, doing more with less and preparing for the unexpected.

 

Prior to forming EGH & Associates, Mr. Harkavy was a senior manager with Operon Partners, where he had provided a range of strategy and research services to their clients. Most recently, he assisted an established software company to refine the competitive position for their enterprise application integration in today’s e-commerce environment.  Prior to that he helped a B2B marketplace provider define components of their product plans for e-procurement and vendor enablement. In another engagement he developed a business plan for a new consumer portal. Mr. Harkavy has also done significant research into the tools and technologies available for rapid implementation of e-commerce initiatives.

 

Previously, as a management analyst for the Howard Hughes Medical Institute (one of the nation’s largest philanthropies), Mr. Harkavy was responsible for operations improvement and training development. Additionally he served as a liaison between IT and the user community. His accomplishments at HHMI included implementing an automated web application to maintain HHMI’s systems access and coordinating the development of on-line documentation for HHMI’s PeopleSoft Financials.

 

Prior to HHMI, Mr. Harkavy worked for MCI, in the position of senior staff member for the Planning and Deployment organization of regional systems development. His role involved coordination of the launch of local telephone service in several regions of the country.  Duties included project management, negotiation with the incumbent carriers (NYNEX, GTE and Ameritech) on interface issues and troubleshooting IT roadblocks to market entry.

 

In 1995, Mr. Harkavy worked for Mitretek, a non-profit research and consulting firm, to launch Concept Five Technologies, a startup business focusing on e-commerce technologies.  These organizations were well ahead of their time, as the vast majority of the public did not yet have access to the Internet.  One of his primary roles was to thoroughly understand emerging eBusiness technologies, and identify the market opportunities for them. He also had responsibility for competitive analysis and a significant portion of the strategic positioning.

 

Mr. Harkavy has also consulted with Booz-Allen & Hamilton and PriceWaterhouseCoopers.  He began in information technology strategy consulting and then moved into operations improvement and quality consulting.  He also completed engagements in corporate strategic and market strategy.  His clients ranged from mid sized firms to Fortune 500 companies. Engagements included writing the customer service procedures for one of the first consumer ISPs, and developing the IT strategy for a major civil rights organization. He also helped develop the IT integration strategy for the Joint Pipeline Office (the consortium of state and federal agencies regulating the Trans-Alaska Pipeline System.)

 

Additionally, service to the community is something that Mr. Harkavy devotes much of his free time to, through a large number of community and charitable organizations.  These organizations include

Mr. Harkavy has been an active emergency volunteer responding to many of the recent emergencies that the country has faced over the recent months, including the relief efforts at the Pentagon, the World Trade Center and the Anthrax attacks in DC.   He is currently active in emergency planning and preparedness for Washington DC and the Greater Washington Area.  As the Disaster Planning Project Manager for the Red Cross of the National Capital Area and a board member for Relief Interactive, a new e-Philanthropy focused on Disaster Relief, he can relate to experiences in the trenches and in the boardroom.

Mr. Harkavy holds a B.S. of Economics in Decision Sciences from the Wharton School of the University of Pennsylvania.  Throughout his career, he has received many accolades and awards for his ability to “think outside the box” to generate breakthrough ideas through rigorous analysis and careful research.  He was recently named to the State Department’s Global Information Economy Working Group, which supports senior State Department officials on IT and e-commerce issues.
