WHY does this page look so plain?

I have tried to design this site (as much as possible) with issues of accessibility in mind - for people using screen readers, slow modems, and for people with varying degrees of colorblindness.

These issues and more are discussed at the website for Section 508. According to the main website, "Section 508 requires that Federal agencies' electronic and information technology is accessible to people with disabilities".

These requirements do not apply to other websites at this time, but it simply makes sense to design any website for the greatest access possible. Additionally, new wireless technologies have allowed people to access the internet over devices such as cellular phones. Since the screen and display capacity for these devices is so limited, designing your site to be as streamlined as possible ensures that you will have the best chances of getting your site seen and visited by as many people as possible.
