If the user is , the message will popup on his/her screen,
if the user is it will be stored and forwarded to him/her as soon as he/she connects to the internet.

However;
This is like a pager and requires a means to a way to contact back.
If you aren't going to put your email address in... Don't bother to write me.
If you can't figure out how to fill out all fields, Don't write me...
and if you don't know how to send your question 1x only... Don't write me.
It seems that some have a really hard time with this concept.
