Territory
A super civilization the likes of which the galaxy had never before seen, the Galactic Republic is the central government of “uncounted quadrillions” of sapients (Revenge of the Sith novel).  While it does not rule over the entire galaxy, only small territories, individual systems, and government set aside “free trade zones” and sanctuaries do not directly answer to it.  Thousands of senators (Revenge of the Sith novel) represent sectors containing a few dozen “member worlds”, tens of thousands of colonies and outposts, and millions of barren systems (Attack of the Clones Incredible Cross Sections).  General Windu puts the number of planets at 1.2 million (Shatterpoint), though comparing this with statements about the size of the Confederacy and the later Galactic Empire implies this is again only the member systems. It does not appear to subtract those member systems aligned with the Confederacy of Independent Systems, which would fit the perspective as General Windu views it as an unlawful state and that said systems still belong to the Republic. Combined with the statements of the intended size of a sector being approximately 50 member systems, (Star Wars Roleplaying Game, second edition) and it would give the Republic, prior to the secession of the Confederate Systems, a total of 20,000 sectors.  As at least “hundreds” of these are aligned with the Confederacy (Revenge of the Sith Incredible Cross Sections) and some like Corellia are known to be neutral in the conflict (Elusion Illusion) that would leave an unknown number with the Republic.  As the "supermajority" loyal to Lord Sidious is able to ammend the Republic Constitution at will, (Revenge of the Sith novel)  and 2,000 is a minority, this means that those sectors loyal to the Republic can number no less then 6,0002, as a "supermajority" means that the minority cannot has one votes less than more than half the votes cast and it takes a 2/3rds majority to ammend the constiution.  Using the provided figures for the Chommell sector (Attack of the Clones Incredible Cross Sections) this would translate to the Republic governing between aproximately 240 million and 800 million systems.  The latter is more likely as the later Galactic Empire is said to rule “billions of worlds”, (Star Wars Roleplaying Game second edition; Shadows of the Empire Sourcebook) and we can more reasonably surmise that the difference in size comes from the above-mentioned excluded areas.
