The Department of Tarde and Industry has been charged with the task of creating a freely competitive environment in which, business can flourish with the minimum of interference from central and  local  government.The Department faces  three key challenges in the development of the economy of Kosovo:

- Creating a legal context
Property rights are unclear and there is no modern commercial law. This makes the  establishment  of  lawful   private  sector very difficult. Practical issues such  as  the  formation  of  companies, bancrupty  and  contracts  are  not  clear. Commercial lawyers at the DTI are creating solutions to these problems.
- Encouraging new investment
Most of Kosovo's larger enterprises  are  short of  capital. Credit facilities  are scarce, with limited banking provision  Foreign investment is needed to  give  the economy a much needed boost.
- Human resource development
Kosovars need to be prepared for working in a rapidly developng new economy. training  programmes will needed  to  re-skill them for work in a western market economy.
The Policy of  the DTI
The  policy  of the DTI  is to commercialise state or Socially Owned Enterprises while promoting private sector  development.
dvelopment. Other very important components to our policy are  the  encouragement  of  inward  investment  and  of  foreign trade.At the same time,The DTI is to implement the approriate regulatory framework  for  the  operation  of   a  modern, open economy.
Four steps to economic revitalisation
The DTI has developed a comprehensive startegy for private  sector development. Four key steps toward  the  new  economy have been identified:
- A  legal  framework for private sector enterprises  must  be  established. The legal  status  of  socially - owned  enterprises as independent economic entitied must be clarified;
- Privatisation  is  considered  by  UNMIK as  the  ultimate   goal  for   the  sustainable   viability  if  non-private  enterprises;

Interim measures such as commercialisation  are  being  implemented  in  order to  facilate  new  investment,  restarting of production and easing the burden of unemployment;
- Stonger trading ties are being facilitated in the  region  with European partners  to  encourage  greater  investment  activity.
DTI Departments
How does the DTI serve in Kosovo ?
The  DTI consists  of four  Directorates  combining  a   mix international  staff  with  strong expertise  in  private   sector development    issues ,  and   very   high  level   local    staff possessing   the  vital  inside  knowledge  needed   to take   a dynamic  approach   to  the  rebuilding  of  the  economy  of Kosovo.
The DTI is involved  with  offering  the  following  services  to both Kosovars and international investors;-

- Helping to  advise  local  businessemen  on  how  to  revitalise their commercial assets;

- Giving  guidance   to   foreign  investors  in  oppotunities  for investing in Kosovo;

- Working on establishing commercial law training programmes for  Lawyers,   Law   Students,  Businessemen   and   Business Students. 

- Public Education on basic economic theories;

- Publicising    commercialisation    through     seminars    held throughout Kosovo.

- Working with other agencies to  devise  new  credit  facilities;

- Promoting  Kosovo  as  a  secured  region  in  which  foreign companies can invest.
The  Commercialisation  Directorate   is  responsible  for transfering   the   business   of   state  and   socially  owned enterprises to the private sector.
The 
Comercial   Law   Development   Directorate takes responsibility for  preparation  of   laws  and  Administrative Orders to provide Kosovo with a workable body  of  law  to enable  its   economy   to  function   according   to  Western principles.
The 
Directorate   for   Private  Sector  Development  is responsible for  creating  the  enviroment  to  enable  micro, small and medium sized enterprises to  set  up and  function legally and effectively.
The
Directorate for  Mines  and  Minerals  is  a  seperate section of the DTI responsible for the mangement of  mines and   mineral   deposits.  Particular  focus   is  given  to  the overseeing  and  management  of   the  Trepca  facilities  an extensive lead and zinc mine comlex
1-Private Sector Development (PSD)
A PSD Unit has been  established  recently  within  UNMIK-EU  Department  of  Trade  and  Industry  in  Gjilane  region. It is expected that the following activities will be  undertaken in the PSD Unit:
- Simplification of the business enviroment for SME's.
- Act as the gateway to all UNMIK-EU support for SME's.
- Provide policy advice on the SME sector to UNMIK-EU, including the formulation of a national  SME  devlopment  strategy, closely   integrating   this    with    UNMIK's    labour    market    and   education   startegies   to    ensure    complementarity.
- Design workable support schemes for SME's identified areas of need such as access to credit and capital,consultingservices,
providing information,market  access,upgrading  technology, technical  assistance and training.
- Establish and observatory to monitor the state of the SME sector.
- Undertake research of relevance to the SME sector.
- Establish a regional forum for discussion of SME issues.
- Develop a network of Business Support Centers (BSC) to provide regional coverage  to  and  train  the  staff  of the  LEA  to undertake their tasks.
- Develop  regional   training,   advisory    and   information   services   and   materials   for   use   by    the    BSC    network
- Develop information database to serve the needs  of  the  BSC  and  to provide  input  to policy formulation.This will  include data on available foreign aid  programs  of  UNMIK- EU  Support.
- Accredit  business   suppport   service   providers    to   ensure   minimum   quality    standards    for   SME   and   users.
2- Objectives
The overall objective is the long-term growth and sustainable development of  the  SME  sector  in  terms  of  contribution  to Gross Domestic (GDP) and employment generation.
The immediate objectives are:
- To ensure the development of the  private sector  by  supporting  the  establishment of  a  conductive  business environment
- To ensure the establishment of an effective support  infrastructure for SME  growth  and  sustainable  development  at  both regional and local level.
- Development of a competitive enterprise environment with a highly skilled workforce which is able  to  compete  in  national and western markets.
