A hardhat was worn as a safety precaution while checking and setting the PET circuitry -- if inadvertently triggered, the ejected nosecone (tethered to the parachute) could give a nasty blow to the noggin! In fact, the hardhat was once "put to the test" during a ground test of the parachute system, when this aberrance actually occurred...
