MINUTES OF 6/2/04 MEETING

Meeting called to order at 7:30 p.m. at the Tamarack.

Treasurers Report: Larry Fleury Accepted, motion by Bob Fish and second by Ron Phelix. Report enclosed. Please note that the CD's have been transferred to Community Bank for the convenience of the Treasurer.
Discussion on Directors and Officers: Denise Yando will be taking over the secretary job from acting secretary, Cheri Welch. This was agreeable by all. Ron Phelix noted that he was not sure if Dave Tavernia will accept a directors position.
Discussion on Constable fund raiser: it was noted that we need more volunteers if FAR wants to have this annual event. Larry and Denise will be sending out thank-you cards to all who participated.
The FAR/Constable Rec Park fund raising report is enclosed. Cheri Welch noted that Burke, Chateaugay and Constable people do want to become involved. On the agenda for the next meeting we would like to have a discussion on the annual fund raiser.
The Spring news letter is out and it was sent with the last minutes. It is sent to each new member and at renewal. Richard Earle is willing to do a Fall news letter.
Discussion: Franklin County Fair ATV races will be held Wednesday, August 11th. We are planning on having a membership table there. David Rhodes is in charge of the ATV races. Concern was expressed about passes for the FAR workers. On the agenda for the next meeting we need to discuss this event.
Discussion: Work bee at Brasher State Park with Tri-Town ATV Trail Riders. The work bee is scheduled for Saturday, June 12th. Workers are needed to help fix up the Burn trail. Bring shovels and heavy trailers. The Tri-Town ATV Trail Riders need money for gravel, expenses, etc. It was the consensus of the group that we should help this club in whatever way we can. Don Vorrath made a motion we donate $200. Second by Richard Earle.
Ron Phelix will do some contacting for workers for the work bee.
Discussion: Badore's Bridge - Badores Bridge has been closed for years. Joseph and Julie Cartwright are interested in getting it opened for walking and biking, and possibly for 4 wheelers. Larry Fleury will get in touch with Jerry Leroux to see what can be done about the reopening.
The trestle at Degon's Hill and gravel pit has not yet been repaired. Earlier it was agreed that FAR would give $100 and Franklin Snowmobiles would give $100 to Friendly Snowmobile Club to repair this, but we have not been contacted. Richard Earle will contact Tim Marlow to see if anything will or can be done to this trestle.
Richard Earle announced that the Adirondack AW Riders Club in Harrisville thanked us for the $100 donation. Richard also passed around the article in the Press Republican regarding the International Paper Timber Land. There will also be a rally in Albany in a month or two.
Cheri Welch will contact Halfway House and Town Line Tavern to see if these establishments would like to join FAR.
Ron Phelix asked about raffling off an ATV for a fund raiser next year. This will need to be discussed more in the future.
Next meeting will be Wednesday, July 7th at the TownLine Tavern at 7:00 p.m. (on corner of route 30 and Town Line Road between Constable and Malone)

Meeting called to order at 7:05 p.m. at the Townline Tavern by Don Vorath. Minutes accepted Motion by Ron Phelix, second by Gerry Leroux,

Theron White reported that he attended the NYS Advisory Panel meeting in Watertown on June 30th. The chairman of DOT chaired the meeting. Snowmobile Assoc. stated what they wanted (wider trails, etc.) Theron thanked them for recognizing ATV's. He discussed how many ATV's there were and how many miles snowmobiles have and how many ATV's do not. A dealer was present from near Watertown and he talked about the ATV trails and sales. He noted that he sold more ATV's than snowmobiles. Trailpass was present. Theron felt that his input was appreciated and recognized.
Richard Earle stated the Press Republican had a large ATV picture in color and article regarding ATV's, the money ATV enthusiasts put out and what we get in return. Richard also noted that Bob Fish had called him and could not attend this meeting.
Don Vorath announced that 80,000 acres of the land IP has was supposed to be given for recreation, but was not committed to ATV's.
Dave Tavernia, newest board member, was welcomed by Ron Phelix.
Larry Fleury stated he was out of membership stickers and Industrial Press wanted $256 for 500 minimum. He questioned if we should wait and order 2005 stickers instead of 2004 and it was then questioned by members if we even need a date on these stickers, as the membership cards have an expiration date on them. A motion was made by David Tavernia to order 500 with no date, this was second by Ron Phelix and if a member wants extra stickers the charge would be $2.00 each.
Committee Reports: Old business - The ATV rally was held June 15th and the members were disappointed in the attendance. Betty Little had stated that she felt the fee increase would not pass. Richard Earle felt there was not enough notice for people to take time off.
ATV races will be held at the Franklin County fair. Dave Rhoades was present and he had not gotten ahold of Mike Harder as of yet to see what he needs for these races. FAR wants to man a table to sell memberships, etc. It was questioned if there was an amateur race. Dave will contact him and try to get this information for the next meeting. David presently has a list of some volunteers for this event.
Richard Earle volunteered to do a Fall Newsletter in September.
Friendly Snowmobile Club was sent $100 for materials to improve the Degon Hill trestle. This will be worked on in the near future. Lumber has been ordered. The cost is approximately $600. FAR donated $100, Franklin Snowmobiles, Inc. donated $100 and the Friendly Snowmobile Club will take care of the rest of the cost. Gerry Leroux made a motion to allow Larry to buy nails, if needed, to complete this project. Second by Dave Rhoades.
Julie and Joe Cartwright Jive near Badores Bridge and they have been approaching the legislators to have planking put back on this bridge.
Ron Phelix reported that the work bee was held at the Brasher State Park on the Burns trail and that section has been repaired.
New Business: 2005 fund raiser - It was discussed to change the location. There is time to think about this event. Jim McGeachie was asked if he could discuss with the Ruffriders to consider conjoining with the Red Tavern to hold an event next year. This will be tabled until the September meeting.
Lyon Mtn. Firemen's Field Day is Saturday, July 24th and they were asking if FAR had anyone interested in riding in the parade. John Carr will get a hold of them and advise them of possible riders.
2 new business have joined FAR - Leo's in Burke and the Townline Tavern in Malone/Constable. Cheri or Larry will check with the Halfway House to see if they are interested in joining.
Don Vorath went over the list of duties. John Carr stated he doesn't mind doing the agenda but he does not have enough time to be a full-time president. Don Vorath stated he did not mind being vice-president, but he did not want president. This will be discussed at the next meeting.
The next meeting will be held on Wednesday, August 4th at 7:00 p.m. at Leo's in Burke.

MINUTES OF 8/4/04 MEETING

Meeting called to order at 7:00 p.m. at Leo's in Burke by Ron Phelix.
John Carr announced that Gordy Crossman and Dan Crippen, candidates for county legislature were present. Both Crossman and Crippen announced their support for ATV's and would appreciate any support in the upcoming election.
Cheri Welch announced that the Hallway House in Chateaugay would like to become a member of FAR.
Motion was made by Bob Fish to accept last months minutes. Second by Larry Fleury.
Treasurers report read by Larry Fleury. Gerry Leroux made motion to accept, second by John Carr. Report is attached. Larry also read the itemized report of the expenses for the ATV rally.
Committee Reports: ATV races will be held Wednesday, August 11th at the Franklin County Fair. FAR needs volunteers to work at a table selling memberships and to walk around the track. The organization also needs 2 people with lap top computers. Dale Monica presented the agenda for the ATV races. Mike Harder is the contact person. Things were just getting put together, so anyone interested in racing needs to get in contact with Mike. A sign-up sheet was passed around for volunteers. Larry Fleury made a motion that if the volunteers needed to pay to get into the grounds, that they be reimbursed by FAR. This was second by Bob Fish.
Degon Hill trestle repair: Larry Fleury announced this is 3/4 complete. 7,000 board feet of hemlock planks have been placed and 12 inch spikes were used. Friendly Snowmobile Club paid for the lumber, FAR paid for spikes. Clyde Wilson donated 60-70 Ibs of nails. FAR and FSI had previously donated $100 each for this project. Harold Phillips, Town Supervisor and Doug Barney, code enforcement officer met with railroad personnel. Barney stated the big trestle by Stebbins was going to be barricaded because of the danger. The lower blockage of the tracks is being checked into and Trail Pass is being looked into.
Autumn Acres in Port Byron, NY had sent a postcard with AW specials. This was read by Ron Phelix. It is too late for this years fair, but it may be something FAR would be interested in for a fund raiser next year. Richard Earle passed around the ATV article that was in the Press Republican.
Dan Crippen talked about the trail system between Burke and Constable. This needs to be looked into again. There are more members now in Burke and he would like to see a FAR representative attend the next board meeting. Larry Fleury explained how the Town of Constable opened the roads. The Trailpass insurance was discussed and this will be looked into by Ron Phelix and added to the next agenda. The railroad beds were also discussed. William Ferguson made a motion that the Burke board meeting be added to the next agenda, second by David Tavernia.
The FAR office of president was vacant and Ron Phelix had been approached regarding filling this position. Larry Fleury made a motion that Ron Phelix be approved for president, second by Don Vorrath.
Old Business: Badores Bridge is on a hold position, per Gerry Leroux. He has checked with Jeff Smith and it possibly may be reopened.
Richard Earle needs news for the Fall newsletter. He passed around his article he has sent to different media and Senator Little.
The new membership stickers without the date on them have arrived and they were passed around.
It was mentioned by Richard Earle that the person who is in charge of keeping the other clubs up-to-date on the FAR meetings and activities should become a member of these clubs and have their membership paid by FAR, to ensure that FAR is kept up to date on the other clubs activities. Denise will contact these clubs to see what is needed to be kept advised of their activities, etc. A motion was made by Larry Fleury that if a club wanted, a representative of FAR to join that their dues be paid by FAR. This was seconded by Don Vorrath.
New Business: Byrne Trail in Brasher State Forest will be worked on again on August 21st at 8:00 a.m. Anyone interested in working should get ahold of Ron Phelix.
Richard Earle discussed the job duties that were previously assigned. The list of these duties will be sent with the minutes and they will be discussed at the next meeting.
The next meeting will be Wednesday, September 8th, at 7:00 p.m. at the Halfway House in Chateaugay/Brainardsville on Route 374.

MINUTES OF 9/08/04 MEETING

Meeting called to order at 7:00 p.m. at Half-Way House in Chateaugay by Ron Phelix, President.
Announcements: There is a vacancy on Board of Directors due to Ron Phelix taking the President position. Bob Fish made a motion to accept Richard Earle to fill the vacant position. Second by Gerry Leroux. Jody Warriner was also nominated to fill the 10th vacant position on the board. Motion made by Gerry Leroux to accept this nomination. Second by Dave Tavernia.
Motion was made by Richard Earle to accept the minutes. Second by Gerry
Leroux.
The newest members of FAR, Sandy and Leonard Tailman, owners of the
Half-Way House were introduced by Cheri Welch.
The treasurers report was submitted and read by Larry Fleury, Treasurer. Motion was made by Gerry Leroux to accept. Second by Bob Fish.
The opening of Badores Bridge is still on hold.
Larry Fieury reported on the AW races held at the Franklin County Fair. Mike Harder was happy with the turn out. The grandstand was full and a membership table was set up. It was mentioned that if we have another such event, we need to have maps available and a possible 50/50, etc.
It was felt that the races were not advertised enough.
The announcing was not good, but over ail the event was a success. The
help from the members that were present was greatly appreciated. .
It has been mentioned that Ross Sutton is building a track for ATV's behind the Town line Tavern. There may be a possibility of having races there in the future, Mike Harder has the insurance to cover the event. Larry Fleury will check with Ross regarding a possible fund-raiser at the Townline Tavern, possible ATV races or ATV pulls.
Larry also announced that membership stickers are still available.
Richard Earle submitted a draft for the upcoming newsletter for comments and corrections. Richard needs final corrections by the end of the week.
Cheri Welch announced that the bar "Kyna Different" would like to become a member of FAR.
Larry Fleury and Richard Earle will be attending the Burke town meeting regarding opening roads for ATV's, and they will be there to answer any questions they may have.
Ron Phelix announced that Floyd Hogeboon is willing to design hats, shirts, sweatshirts, etc. with the FAR logo, or whatever FAR is interested in. Ron will invite him to the next meeting.
It was requested by Bob Fish to order more posters for the FAR application. Larry will order some.
Denise will contact all ATV clubs to request that FAR be on the clubs mailing list to be advised of upcoming events, fundraisers, etc.
New Business:
Don Vorrath advised us of problems on the Gold Smith road with ATV's tearing up the road. There was mention by a state trooper that ATV owners should try to patrol the road and to talk to the riders that are damaging the road.
Richard announced that Gerald Gillmett and Paul Maroun talked to Stu Buchanon regarding ATV's on Champion lands. He thinks there is a chance for access. DEC was supposed to notify Gerald by September 9th and he will let us know.
The next meeting will be October 6th at 7:00 p.m. at the Trailside.

A motion was made by Bob Fish to accept the minutes from last meeting. Second by Gerry Leroux.
The treasurer's report was passed around (Larry Fleury was unable to attend
meeting) Motion made by Dave Rhodes to accept, 2nd by David Tavern
Ron
announced that Floyd Hogeboon was unable to attend and Ron passed around hats,
t-shirt, etc. that Floyd had to offer. Floyd has quoted different prices and Ron
will check into more prices.
Gerry Gillmett is having a fundraiser to raise fund for reelection to Franklin County legislator. The fundraiser is at the Moose Club in Saranac Lake on October 9th, 3-9 p.m.
Gerry and Paul Maroun met with DEC and it looks good for the trail from Meacham Lake inn to the Blue Mtn. Road to be opened for the spring.
Ross Sutton Jr,; owner of Townline Tavern, is making the land behind his establishment available for all motor sport activities, i.e. snowsled racing, atv races and pulls, mud bogging, etc.
2005 fundraiser: Mike Harder called Ron and wants to work with us on an activity and he would like to know by February or March. Ron will invite Ross Sutton to the next meeting to discuss possible ATV races and a fundraiser. The fundraiser tabled until next meeting.
The breakdown of jobs was discussed. Memberships from businesses need to be taken care of. It would be helpful if everyone took care of the business in their own area. The list was passed around and the directors initialed the businesses they would take care of.
Denise has sent a letter to all the surrounding clubs regarding FAR being kept advised of their activities and she is waiting for responses.
A petition for an amendment to Vehicle and Traffic Law pertaining to ATV use (Article 48c, Section 2405) was given to Denise to have copies made for the next meeting.
Dave Rhodes made a motion that an appreciation dinner for the directors and officers be held at Kyna's Bar (Rt. lib) at the next meeting on November 3rd. The dinner would be at 6:00 p.m. with the meeting held after at 7:00. Kyna was in attendance at the latter part of the meeting. Kyna is offering chicken and biscuits and meatioaf at $10 per plate. Meals for directors and officers paid for by FAR, and guest fee is $10 per guest. 2nd by Jody Warriner. Anyone planning on attending the dinner needs to get a hold of Ron by October 25th. (481-5760)
George Jones (Outback Riders) is recuperating from surgery, FAR will send a get well card
The bridge/trestle on Degons Hill is complete.

Meeting was called to order by President, Ron Phelix, at Kyna Different

Tim Taillon, Tina Taillon, Jim Alien, Anita Susice, Ray Susice, Jackie Latulip,
Sharon Tavernia.
Tim Taillon, president of Parishville ATV club was introduced.
Ray Susice was introduced and congratulated on his election for Franklin County Legislator.
Gerry Leroux made a motion to accept minutes of last meeting with corrections. 2nd by Jody Warriner. Motion carried.
Treasurers report was read by Larry Fleury (copy attached). Dave Rhodes made a motion to accept report, 2nd by Robert Fish. Motion carried.
Dave Rhodes made a motion that $2000 be put into a CD subject to the judgment of the Treasurer. 2nd by Gerry Leroux. Motion carried.
Kyna was thanked for the excellent dinner provided prior to this meeting.
Larry announced that Mike Harder was given a free membership to FAR. Mike sent us a short thank you note and $200 to show his appreciation for our support and work at the ATV races at the fair in August. A thank-you note will be sent to him from FAR.
Ron Phelix gave prices for T-shirts and hats. Richard Earle made a motion to order 6 dozen assorted embroidered hats at $6.50 each. Gerry Leroux 2nd the motion. Motion carried.
Ron will order the hats and bring a catalog to the next meeting.
2005 fundraiser; Larry announced that Mike Harder is willing to come back with his show. Ross Sutton, owner of Townline Tavern is willing to offer his establishment for drag racing, mud bogging or any other activity. Larry explained FAR would run the concession and Townline Tavern gets the proceeds from the bar. Townline will eventually have a permanent food stand.
Larry will chair a committee consisting of Dave Rhodes, Gerry Leroux, Jody Warriner and Dave Tavernia and will do a report for the next meeting. Richard Earle suggested that we consider having 2 fundraisers.
Ron announced he has petitions for an amendment to vehicle and traffic law pertaining to ATV use. Tim Taillon explained what the law was and what the petition was for. The petitions are available and some were passed around.
New business:
Richard announced that we need to spend some of FAR's money for the businesses that join FAR and to somehow support these businesses. He went over the process of keeping track of the businesses that are members and feels there needs improvement. This was tabled until the next meeting.
Richard stated that we have a lot of money and that there was $5000 allocated in the budget for trail maintenance. Ray Susice will look into this. Richard felt directors should look into giving to-different- charities in the area.
Tim Taillon advised everyone what was happening to the trail system in St. Lawrence County and it looks like things are coming together in a positive manner. The Parishville Club is very active. Tim stated we need a state organization badly and this should be mentioned in the newsletters.
Richard Earle made a motion that FAR donate $100 to the Adirondack Citizens Council (ACCI). 2nd by Dave Rhodes. Motion carried.
Ray Susice thanked FAR for inviting him to the dinner.

MINUTES OF 12/08/04 MEETING
Meeting was called to order by President, Ron Phelix at 7:00 at Belly's.
Present were: Ron Phelix; President, Denise Yando, Secretary; Larry Fleury,
Treasurer. Directors present: Dave Rhodes, Richard Earle, Jody Warriner, Donald
Vorrath, Robert Fish, Gerard Leroux, David Tavemia. Also present: Pat O'Donnell,
Joseph Greenfield, Dan Crippen, Gordy Crossman, Ronald Monette, Brenda Monette,
Ray Susice, Terry Bellinger, Theron White.
Pat O'Donnell from the Chamber of Commerce made an announcement regarding the sled dog races being held on January 29th and 30th. She presented us with the map for the race and advised us that they were looking for sponsors and physical help for this big event being presented by the New England Sled Dog Club. Richard Earle will keep a list of volunteers for the event.
A motion was made by Jody Warriner to accept the minutes from the previous meeting. Second by Richard Earle. Motion carried.
The treasurer's report was presented and read by Larry Fleury. A motion was made by Dave Rhodes to accept the report. Second by Dave Tavemia. Motion carried. Treasurers report attached.
Ray Susice made an announcement that resolutions regarding ATV's are being put in at the next board meeting.
Gordy Crossman, Ray Susice and Dan Crippen, Franklin County Legislators were introduced and thanked for coming to the meeting and showing their support.
Committee Report: Larry Fleury reported on the ATV races. He has been in contact with Mike Harder. Mike would like us to hold a 2 day event so his racers can get points. Mike feels that $5.00 is a fair admission price. Larry passed out a report regarding the races. Dave Rhodes made a motion that we schedule the races for June 11' and 12l, 2005 at the Townline Tavern and try this as our fundraiser. Jody Warriner seconded the motion. Motion was carried. Larry received more volunteers for his committee and will be holding committee meetings.
FAR hats were presented by Ron. The cost to buy is $7.50 each. A motion was made by Jody Warriner to sell them at $10.00 each. Second by David Tavernia. Motion was carried.
2 ATV petitions have been handed in. If anyone has more, please hand in to Ron or mail to the address on the petition.
Richard Earle reported that at this time the pull-tabs were not available for use in our fund-raiser.
Jody Warriner made a motion that posters be put in the Free Trader, Malone Telegram and Penny Saver to thank our businesses for their support. 2nd by Gerry Leroux. Motion was carried.
Jody has typed up a current list of businesses and clubs and has a program for computer to keep this list updated.
Ron had a suggestion to donate money to local charities to promote good will. Some members felt we should wait until chanties approach us. Dave Rhodes made a motion that FAR sponsor $500 for the sled dog races to be held in January. 2nd by Denise. Motion was carried.
The next meeting will be held February 2nd at 7:00 p.m. at the Town line Tavern. Dave Tavemia made a motion to adjourn meeting, 2nd by Bob Fish. Motion carried.
