Mission Statement
- To provide useful and quality Information Technology training programs;
- To help members obtain industry-recognized Computer Certification;
- To conduct workshops, lectures and seminars on topics of interest in computers and information technology;
- To promote brotherhood and camaraderie among its members and between FACE and other organizations;
- To serve as an implementing arm for the Office of the Labor Attache / OWWA in carrying out programs, activities and undertakings for the benefit of the Filipinos.
Constitution & By Laws
The Filipino Association for Computer Excellence also known as FACE is a non-profit, non-religious and non-political organization operating under the auspices of the Office of the Labor Attache and
OWWA, Dubai.
ARTICLE I: OBJECTIVES OF THE ASSOCIATION
1.1) | To provide useful and quality Information Technology training programs; |
1.2) | To help members obtain industry-recognized Computer Certification; |
1.3) | To conduct workshops, lectures and seminars on topics of interest in computers an information technology; |
1.4) | To promote brotherhood and camaraderie among its members and between FACE and other organizations; |
1.5) | To serve as an implementing arm for the Office of the Labor Attach? / OWWA in carrying out programs, activities and undertakings for the benefit of the Filipinos. |
ARTICLE II: MEMBERSHIP
Membership is open to all Filipinos of good moral
character and who subscribes to the aims and objectives of FACE. |
2.1)
| Application for membership shall not be
refused on the grounds of sex, religion and
creed; |
2.2) |
An individual becomes a member upon the
approval of the Executive Council as
recommended by the Committee on
Membership and Discipline; |
2.3) |
Members who have not renewed their
membership cannot exercise their rights to
vote nor are they entitled to enjoy the rights
and privileges of active members; |
2.4) | Members shall be classified into:
2.4.1 Regular Member
2.4.2 Student Member
2.4.3 Honorary Member |
2.5) | Membership into the organization is
non-transferable. |
ARTICLE III: DUES
3.1) | Members are required to pay the amount of
Fifty Dirhams (AED 50.00) per year as
membership fee; |
3.2) | Changes to the membership fee shall be
recommended by the Executive Council and
must be approved by at least 2/3 votes of
the members. |
ARTICLE IV: OFFICERS OF THE ASSOCIATION
4.1) | President
4.1.1 Serves as the Chief Executive of FACE;
4.1.2 Presides over General, Special, and all other meetings of the Executive
Council;
4.1.3 Conducts the day-to-day activities of FACE;
4.1.4 Represents FACE in all official functions. |
4.2 ) | First Vice - President
4.2.1 Performs the duties of the President
in his absence;
4.2.2 Coordinates the activities of the
following Committees:
4.2.2.1 Committee on Training &
Workshops;
4.2.2.2 Committee on Property &
Logistics;
4.2.2.3 Committee on Programs &
Activities;
4.2.2.4 Committee on Special Projects.

4.3) | Second Vice - President
4.3.1 Represents FACE in meetings and all
undertakings in the absence of the
President and First Vice - President.
4.3.2 Coordinates the activities of the
following committees:
4.3.2.1 Committee on Research &
Development;
4.3.2.2 Committee on Publications &
Information;
4.3.2.3 Committee on Membership &
Discipline;
4.3.2.4 Committee on Organizational
Affairs.

4.4) | First Secretary
4.4.1 Records and distributes the minutes of the meeting;
4.4.2 Notifies appropriate members for scheduled meetings;
4.4.3 Responsible for processing and
distribution of all correspondences
to and from face. |
4.5) | Second Secretary
4.5.1 Responsible for maintaining all the
records of the organization;
4.5.2 Make the records of FACE available
to its members.

4.6) | Treasurer
4.6.1 The Treasurer shall be the Head of the
Committee on Finance and shall be
responsible for maintaining accurate
financial records;
4.6.2 Maintains and make available to all
members the financial records and
annual reports of FACE;
4.6.3 Provides periodic financial report of any
undertakings;
4.6.4 Reimburses members on approved
expenses.

ARTICLE VI: MEETINGS
6.1) | Meetings shall be classified into:
6.1.1 Level 1 ? Meeting of the President and Vice-Presidents
6.1.2 Level 2 ? Executive Council Meeting
6.1.3 Level 3 ? Trainers and Executive Council Meeting
6.1.4 Level 4 ? General Membership Meeting
6.1.5 Level 5 ? Special Meeting |
ARTICLE VII: ELECTION
7.1) | The election shall be held every two years in
concurrence with the terms of office of the
officers; |
7.2) | A special election should be held to fill-up a
position declared vacant by the Executive
Council; |
7.3) | A Committee on Election should be formed for
the above purpose to be chaired by the 2nd
Vice - President. The committee shall be
responsible for conducting all elections; |
7.4) | The committee shall advise the Executive
Council on the procedures for selecting
candidates, process for election and
proclamation of official winners. |
ARTICLE IX: AMENDMENTS
9.1) | Any proposed amendment shall be submitted
to the Executive Council for evaluation; |
9.2) | Proposed amendments must be published to
all members at least 30 days prior to the
meeting; |
9.3) | These by-laws shall be amended only by a
two-third (2/3) majority of all votes cast by
the Executive Council. |
ARTICLE X: DISSOLUTION
10.1) | In the event FACE can no longer pursue its
objectives, a General Meeting should be
held in order to dispose any assets. |
ARTICLE XI: CODE OF CONDUCT
11.1) | Belief in God and respect for the religion of
others; |
11.2) | Respect for Women and Elderly; |
11.3) | Cultivate good habits for sound body and
mind; |
11.4) | Respect for the rights of others; |
11.5) | Dedication in imparting knowledge to
students and co-members; |
11.6) | Commitment and adherence to the aims and
objectives of FACE; |
11.7) | Punctuality during meetings, graduation and
gatherings. |
ARTICLE XII: CONFLICT OF INTEREST
12.1) | No member shall be allowed to retain
his/her membership, if such individual has
motives contrary to the aims and
objectives of the association.

12.2) | No member shall use the organization, its
properties, or any information for his/her
personal use and interest. |
