The CACT recommends several stipulations, however, which can be taken care of easily in the remaining segments of the analysis, site plan and review process. The developer should explain how the site's perimeter sidewalks and the building's ingress/egress walkways would be made pedestrian-friendly and ADA compliant - curbcuts, ramps, benches, bicycle racks. If the existing Metrobus stop will be kept more or less in its present location, the developer should show exactly how it will be incorporated into, or otherwise related to, the new building. Wherever placed, a Metrobus stop should include a shelter inasmuch as increased ridership should be anticipated - and encouraged! As for action on the city's part, the CACT advocates that a zebra-type crosswalk with curbcuts be installed to connect the Metrobus stops on each side of west broad; and that it work with metro authorities to incorporate the existing bus shelter in front of the red lobster restaurant with the redevelopment activities on the north side of west broad. This will provide bus riders alighting on the south side of the street with access to the redeveloped properties. The time is also ripe to examine the installation of either a traffic light at Pennsylvania Ave. and West Broad, a pedestrian-activated light in mid-block, or both. Presumably, the comings and goings of a progressively higher aggregate of workforce, business patrons, and residents will in time pose a critical mass of motorists and pedestrians. As it currently exists, the nearest safe crossing points are at Virginia Ave. and Spring St. The phrase "pedestrian oriented' has been employed frequently in relation to this site. There is no doubt that the developer has carefully considered the needs of pedestrians on the site - the CACT is hopeful that the City and developer can work to ensure that the site is accommodating to pedestrians who wish to access the site.
