DUTIES OF UMPIRES
Section 1:
Umpires are solely in
charge of matches under the FCA jurisdiction and shall enforce the Code of
Conduct, notions of fair play and all FCA-defined Competition Rules
Section 2:
Umpires are required to be at
the playing venue on the day of the fixture at least Fifteen [15] minutes prior
to the scheduled commencement of play
Section 3:
Other duties shall include
the following:
- Umpires shall be cognizant of all FCA-defined
Competition Rules and ICC laws
- Umpires shall inspect the wicket and ensure adequate
pitch conditions before the start of the match.
- Umpires shall inspect the outfield and ensure that the
outfield is adequately prepared
- Umpires shall ensure that all boundaries are clearly
marked and visible from their stations
- Umpires shall ensure that each team has 11 players
before the start of the match.
- Umpires shall enforce the dress code. Any player not wearing the
Sponsor’s T-Shirt will not be allowed to bat or bowl but will be
counted as one of the 11 players.
- Umpires shall ensure the match starts on time
- Umpires shall ensure that the match proceeds in a brisk
and timely manner and are authorized to take steps to prevent clubs from
indulging in time-wasting or delaying tactics.
- Umpires shall ensure that both captains understand the
duration of each match, and the scores and over’s allowed for the
match
- Umpires shall ensure that score sheets tally and all
pertinent information has been recorded and are authorized to make
corrections at appropriate junctures
- Umpires shall have the Captains sign the completed
score sheets to make sure there are no discrepancies in the score sheets.
- Umpires shall submit a dispute report, if any, to
Tournament Coordinator.
- Umpires shall report all breaches in the Code of Conduct
to the Tournament Coordinator.
- Umpires shall warn a player for bad conduct or for
charging towards Umpires for clarifications and questioning and can eject
the player from the match for any further repeated misconduct.
- Umpires shall implement the 9 inch wide rule on the leg
side.
- Umpires shall decide the Man of the Match and award the
trophy on behalf of FCA at the end of the match.
- Umpires at their discretion, based on the
circumstances, can allow the player to leave the field and allow the match
to continue.
- Main Umpire can consult the Leg Umpire and revert any
previously given decision.
- Umpires shall give the benefit of doubt to the batsman,
only in case of any doubts.
- Umpires shall change the ball at the break (after 12
over’s) during both the innings.
