To all Jacksonville residents who are interested to play cricket

Dear Cricket enthusiast/JAX Resident,

We, FCA are conducting a limited overs cricket tournament – 25 overs – that will be played amongst different teams in April and May months.

Please enroll your team to participate in the FCA Spring 2006  tournament and win different trophies for you in categories such as winners, runners, man of the series, man of the match, best all rounder, best bowler, best batsman, best fielder.

Each team must give at most 14 names to play. The names may be checked with Photo Ids before the games. Participation fee is only $350/ per team. Any replacement during the tournament must be discussed with the tournament coordinator(s) and may be allowed with a maximum of replacements

The attached rules were all discussed and accepted by all teams. There will be no discussion on any of the rules and umpires must decide on all issues before they leave the field and get the score sheets signed by the captains. The tournament FCA coordinator’s decision will be final and binding to all.

Enroll on or before Apr 1.  The first match is likely to commence from next week (Apr 1).  Payments must be in cash or checks to FCA.

The umpires and the ground are paid. Each team is requested to send umpires for the match who will be paid $10 per head per match.

Tournament Rules and Regulations

1.      Official ICC laws and rules will govern any situation, unless it is not specifically covered in these rules. All extras except leg byes will be counted. The counting of extras will be based on ICC rules.

2.      There will be no LBW outs and no run outs while attempting leg bye.

3.      In any situation where there is a perceived ambiguity in these rules, the organizers and umpires will have the authority to make a final and binding interpretation on the field of play.

The tournament consists of 8 teams that participate, and will be divided into two groups. The top two of each group will play in the semi finals. The group will be selected by drawing from the lot of names of each team.

 

4.      Each team plays every other team once in their group, to get the top two from each group.

5.      Points:

Win – 4 Points

Tie – 2 Points each

Loose – 1 point each for turning up and completing the match

Zero – Teams that forfeit the match by not playing with 11 or not turning up for the match

 

The teams will play each other to decide the the top 4. The top 4 teams  will play in a semi final. The winners of the semifinals will clash in the finals. Scorers are advised to record every ball even if it is dot ball. Should there be a tie on NRR there will be a rematch in the early rounds.

7.      All first-round matches will be 25 overs-per-inning matches (total 50 overs max per match). The semifinals and the final of the tournament will be a 25-over-per-inning match

8.      The grounds will be intimated one week in advance

9.      Email will be sent for the schedule and other details for the tournament. The schedule has been drawn up taking into account the time constraints of the participating teams. The timings of the matches have been set up taking into account practical match duration and unforeseen emergencies. The website www.oocities.org/fca_jax will give you all details for the tournament

11.   Match Start details:

To make implementation of rules simple, we decided to start morning matches at 8.00 AM and afternoon matches @ 1.00 PM sharp. Teams CAN NOT HAVE LESS THAN 11 players for a match. If after a grace period of 15 minutes from the scheduled start  as above, any team that does not have the required 11 players shall be declared the looser and get zero points for the match. The scheduled start time does not depend on setting up of all facilities such as cones, markers, stumps. Umpires will strive to start the game within grace time. If after the grace time, due to unforeseen circumstances should there be a delay in the start even when the teams are in full strength umpires can decide to cut the interval between drinks, innings and declare a possible reduction in overs to play the match for both teams.

12.   Batsmen who get injured or dehydrated or cramped cannot bat immediately if they leave the crease to the bench. They can however bat at the end of the innings after all other players have played.

13.    In case the first (morning) match of the day is delayed (due to unforeseen circumstances beyond the control of the organizers), the organizers will take into account allowable time from the resumption point onwards for that match and work out a renewed target/quota of overs, to ensure that the match ends in time (before the scheduled start time of the next match).

14.   A guidance is that 8 to 12 match can be extended as late as 1.15 PM and the evening amtch be extended till sufficient sunlight for batsman.

In the case bad light threatening the completion of the second (afternoon) match, the organizers will take into account allowable light and time for that match and work out a renewed quota of overs to ensure completion of the match. Minimum overs required for completion of a match is 12. Should the team batting second can not complete all overs but could complete only 12 overs the result will be derived based on  average run rate of the first team Vs runr ate at the end of 12 overs for the team batting second.  If less than 12 overs are bowled the match will be rescheduled.

15.   Either batsman at the wicket may appeal to the umpire to suspend the game because of poor light/rain. This appeal may be made at any time, but the final authority to stop the game rests with the umpires.

16.   The match will be rescheduled using the backup days.

17.   In case of rain or other unforeseen problems when any match of the tournament is in progress, the organizers will take into account allowable time from the resumption point onwards for that match and work out a renewed target/quota of overs, to ensure that the match ends in time or reschedule totally. Umpires in the AM matches can use 8 to 1.15 PM and afternoon matches they can use 1.15 to sufficient sunlight which is usually at 6.30 or afterwards

18.   In the event that rain causes obstruction of play, resulting in a washout for that day (forcing play to be not possible even on the next day), the tournament will be continued on the next weekend. In such a case, the new match timings will be decided by discussion with teams.

19.   Wides/No balls/ Dead balls:

 

Wides will be called on using two lines 24” and 9” on off and leg sides. One bouncer above the shoulder height is allowed in every over but any ball going over the head of the batsman while standing in normal position will be called wide.

 

No balls will follow ICC rules. Bowler must basically have some part of his front shoe behind the crease line.

 

Any ball pitching more than once before passing the stumps will be called a dead ball and the bowler will have to bowl another legal ball.

 

20.   Bowling Quota and Rules:

-        For the first round matches, a bowler can bowl a maximum of 5 overs.
- For the final, a bowler can bowl a maximuum of 5 overs for a 25 over match
- A partially bowled over will be counted aas a complete over towards the bowler's quota.
-     A bowler is not permitted to chuck the ball. In case the batsmen or batting team suspects a bowler to be chucking, they must report this to the umpire, who will take appropriate decisions on the matter.  New Tennis/Cricket balls will be used at the start of  innings & at 13th over and will be provided by the organizers.


18. Players:


A player can only represent only one team for the entire tournament. If a player has represented a particular team in a match, he will not be allowed to represent other teams for any other match. If he has not played any of the league matches, he can not play in semis or finals.

Players found sledging others while they are playing can be warned by either of the two umpires or the scorer. Should the warning be not heard the first time, the player will be banned for the match for a repeat offense. Should it continue another time after ban, he will be further banned from the entire tournament. The umpires' decision in all matters is final. There will be no attempt to intimidate the umpire, either verbally or with physical threats or actions. If any such attempt is made, the umpires will take appropriate decision for the match.

 

All scoresheets must indicate players wo are warned by umpires to enforce penalty.

 

The penalty will be in the form of reducing number of overs to bat or bowl as the umpires for each offense determine it. The concerned player also can be banned from the match after a first warning. Appeals can be made to the leg umpire for scenarios related to wicket keeper, and bowler’s actions. Again their decisions are final.

 

There can not be two standby runners at the same.


Players must come in sponsor’s T shirts and failure will result in not able to bat or bowl.


19. Players, umpires and volunteers may not consume alcoholic beverages during a match, and in the premises of the grounds where the cricket is played Such players will be banned from the tournament. Pl. clean trash in the ground when you leave.



20. A member of the fielding team, who leaves the field of play for any reason while the match continues, will not be allowed to bowl on returning to the field, for the amount of time (in terms of overs) that he was off the field. The umpires are responsible for enforcing this rule.

22. Scoring will be arranged for by the organizers for all the matches of the tournament. NRR will be calculated for each team at the end of a complete round.


23. The FCA does not take any responsibility for any injuries in the tournament. However, basic first aid facilities will be provided to all teams throughout the tournament.  Insurance has been taken to prevent damages to the ground.



24. The registration fee for participation in the tournament is $350 per team. Participating teams need to fill out the Registration form and handover the cash to the organizer(s). The teams for future use can retain all balls that a team gets to use to bowl.

25. Matches will be played on grass grounds. Some pitches may play uneven owing to the nature of the playing field. This poses challenges to both teams equally. Any ball that pitches twice before it reaches the batsman will be a dead ball.

26. Each team may be asked to provide officiating neutral umpires who will officiate matches played between other teams if organizing committee could not get neutral scorers or umpires.

27. All participating teams are expected to bring their own cricketing gear. In the event that a team requires additional gear, the FCA will attempt to provide the required gear. The teams must appear in white T Shirts and non damaging shoes that do not damage grass. Wearing protective sports gear is optional and at the personal risk of the players.

 

28. The winning team will receive a winner’s trophy while the runners-up will receive a runner’s trophy. There will also be a prize each for the best bowler, best batsman, a best fielder (including the keeper), and a best all-rounder.

29. Off the match disputes must be settled before leaving the ground. Decisions of the umpires and the match referee are final. 

 

Note: All expenses for the tournament will be a on a receipt basis and the amount collected and spent will be audited by the auditing committee. Expense report will be sent at the end of the tournament.
