For this tutorial, all you will need is Paint Shop Pro. Download here.  For this tutorial, we have decreased the opacity to use it on its own.

Open Paint Shop Pro, then open a new image, 200 x 200.  Flood fill using solid color, paper texture: construction paper, use the color of your choice. For this tutorial, we used lavender as my solid color. Your image should look like this:

Next, go to images, effects, weave, weave color: the same or contrasting color.  Gap color: white. For this tutorial, we chose to use green.  See settings below:

Your image should now look like this:
