How to become a certified Paramotor Pilot (actually called Pilot Permit for Ultra-Light Aeroplane Paramotor (in Ontario, Canada)

Four steps:

  1. Get your Student Pilot Permit (SPP) for Ultra-Light Paramotor or Advanced Ultra-Light Aeroplanes
  2. Register your aircraft with Transport Canada
  3. Get liability insurance and possibly hull coverage
  4. Become the holder of a Pilot Permit (PP) Ultra-Light Paramotor or Advanced Ultra-Light Aeroplanes (an Ultra-Light pilot is the class of pilot that includes paramotors)

Step 1 - Get your Student Pilot Permit (SPP) for Ultra-Light Paramotor or Advanced Ultra-Light Aeroplanes

  1. Keep a personal log book of all your flights.
  2. Pass a written pre-solo examination with a certified instructor (Flight Instructor Rating Ultra-light Aeroplane) and acquire 5 hours of air time (get them to issue you a Student Pilot Permit Ultra-Light Aeroplane and the Flight Instructor to endorse your personal log book). The number on the bottom left of the permit is 26-0463 (98-06). (The 98-06 could be the date.) You have five years before the permit expires.
  3. If you've purchased your own equipment, you'll need a copy of the bill of sale from the dealer you bought the motor from for step 2. Keep all receipts for your wing and/or motor. The Ministry of Finance will want proof that you paid Ontario Retail Sales Tax. The onus will be on you to prove you have paid.
  4. The Canadian Aviation Regulations stipulate that no aircraft shall be flown unless it is registered (Step 2). When you get your Bill of Sale or Lease Agreement, it's a good time to collect all the information you'll need for the Application For Registration (Step 2).   5. Get a copy of the Transport Canada publications to help a little with the pre-solo exam but more so to understand aviation regulations with respect to your aircraft in detail.

Step 2 - Register your aircraft with Transport Canada (Main Number 416-952-0215)

The package you send to Transport Canada will contain the following pieces of information (you can register by fax at 416-952-0196):

  1. When you apply, you have a choice of the registration letters you will be given. You either select your own 3 letters (C-IXXX, where C is for Canada, I is the category of ultralight and XXX are your choice of 3 letters no digits), if not already taken (approx. CAD$140 in addition to the registration fee below) or they assign you your letters of registration for free. Verify with the department that your letters are not taken by calling 416-952-0208. Pay for them by calling the Finance office at 416-952-0400 and tell they you want to pay CAD$140 for Special Marks and give them the letters you have chosen.. At this point you can also request the CAD$110 payment for the C or R (Continuation of Registration), which you'll need for step 4. They will give you a reciept for each.
  2. An original Bill of Sale or Lease Agreement from the manufacturer.
  3. A registration form 26-0521 Application For Registration of Ultra-Light or Advanced Ultra-Light Aeroplanes. You can get any forms from the government publishing office at 1-800-635-7943 or from the web (use 26-0521 as the form number and Air as the transportation mode).
  4. CAD$110 registration fee (as of October 26, 2000), Payable to Receiver General for Canada. You may include the receipt you got from finance for this.
  5. Submit a diagram or copy of what the manufacturer's aircraft identification plate (manufacturer's data plate) states. This is the data from your wing. You may use the Aircraft Identification Plate Information form (CARs details 201.01(2)b).
  6. Send all this by fax to 416-952-0196 and include the payment receipts you were given from the Finance office. As of 2001.Jul.11 you can address them to Jim Pengelly.

Step 3 - Get liability insurance and possibly hull coverage

  1. Become a COPA member. You don't need to become a COPA member unless you want insurance from them.
  2. The have an affiliates program. It would help if you quote my name Grant Fitz and mention my COPA #1558479 when you register with them.
  3. To get insurance you'll need your registration letters from Step 2.

Step 4 - Become the holder of a Pilot Permit (PP) Ultra-Light or Advanced Ultra-Light Aeroplanes

  1. Keep a personal log book of all your flights.
  2. Flight experience requirements for the issue of a Pilot Permit Ultra-Light Aeroplane unless a person has held a valid aeroplance licence within the preceding 5 years, are at least 10 hours flight time to include not less than 5 hours dual instruction flight time (Step 1), 2 hours solo flight time and 30 take-offs, full circuits and landings, including not less than 10 as sole occupant of the aeroplane. Get the Flight Instructor to sign your log book.
  3. Study for the Study and Reference Guide, Pilot Permit - Ultra-light Aeroplane (TP 12804E, MS word doc TP12804E). This guide consist of approximately 175 questions. Take the written test from any Transport Canada Regionl Office. This written test consists of 50 questions selected from the guide of 175 questions. The pass mark is 90%. Upon completion of the examination a feedback letter will be issued keyed to the guide indicating those area where question were missed.
