One of these candidates is trying to steal the election

They both are.  The closeness of this election (about 400 votes out of 6,000,000) means that the results are within the margin
of common machine, computer, and human error expected in an election.  These normally go unnoticed and unchecked
because the margin of victory is usually large enough to not affect the outcome.  The first, limited attempt to address these
errors through a partial recount (see misperception # 5) added several votes to Gore's column, but kept Bush in a slim lead.
The Gore campaign is trying to win the election by digging for more Gore votes through concentrated counts in four
Democratic counties, the results of which they hope will put him ahead.  The Bush campaign is trying to win by preventing any
further attempts to get a more accurate and complete count because the margin of error is currently favoring him.  Every
recount, whether machine or hand or both, could possibly alter the outcome because the errors that benefit one candidate or
the other don't completely cancel themselves out.  If you ran a million almost perfectly divided votes through a less than perfect
counting machine, you may get one candidate ahead by 50 votes the first time through.  A second time through may put the
other candidate ahead by 50 votes.  A third time may put the difference even closer.  Bush wants the counting to stop because
he is ahead.  Gore wants the continuing to continue to see if it puts him ahead, and if so, he will then call for the counting to stop
and Bush will call for it to continue.  Round and round we go unless the the State or the courts stops the counting and allows
someone's erroneous lead to stand (in an election this close you will never get an accurate count).  Two big exceptions to this
are:  1) if the absentee ballots create a more significant lead for one of the candidates or 2) some major machine glitch or
counting error is preventing several hundred or maybe thousands of votes in certain counties from registering that would only
turn up through a hand recount (Democrats hope this is the case in Volusia and Palm Beach).
