The Sept in Saint John is an old one whose history for the most part remains a hidden secret to the local Garou, locked away and lost to the ages. Since the Caern was restored in 1997 the Garou have fought to keep it safe and build it up. Now the Caern to Owl stands stable and strong, giving the Garou a strong hold against the forces of the Wyrm. Now that many of the known legends, prophecies, and cycles have been complete the Garou, young and old alike enter a time of self discovery and personal development. But the war against the wyrm is far from over, the Garou now have the chance to take an offensive in the eternal battle.
Character restrictions and allowances: All new characters start at cub, with some exceptions to be reviewed on a case by case basis. This restriction will allow the progression of the younger characters to become the leader of the Sept as the older characters die off.
Cross venue is neither encouraged nor discouraged and will be handled on a case by case basis so long as it maintains the continuity of the game. This does NOT mean that players/characters should go looking for a cross venue opportunity. It simply means that when it is deemed appropriate cross venue will be allowed.
Lores are handled in a slightly different manner than other cities may handle them. First, all lores of level 4 are DST approval. Second, players must know what the lores that they have on their character sheet entail. If your character has Garou Lore x4, but you as a player do not know what that entails the VST is not required to give you any knowledge. This is done to encourage players to learn more about the game and not rely on a piece of paper.
Finally, all characters are approved under a one month probationary period. This is to allow the VST time to watch you play your concept and to see if you are going to stick to the concept and play it properly. It will also give the VST time to give advice and tips on how to better play the concept. If the VST finds that you are unable to play or stick to the concept of the character it can and will be removed from play.
Proxy rules: Proxy characters are required to send all the information required by the Prime 5.1 Section 1.3. This should also include database approval numbers for any items that are RST or NST approval. If all of the required information is not send to the VST at least 48 hours before the proxy is to take place it can and most likely will be denied.
Travel risks: Characters travelling to or from Saint John are required to spend the appropriate amount of influence or inform the ST of how they are safely travelling to the city. If influence or another form of safe travel is not acquired it can result in tests that can cause minor annoyance or even PC death.
Challenges: Average - Challenges take place as normal as per the rules, but role play and story are always encouraged over RPS. If there is a chance to role play a situation or throw a challenge the role play option should always be explored first. In the case of combat or other mass challenges the results may be narrated to speed things along, unless of coarse it involves PC death. Scenes involving PC death will always be run by the full rules unless the player waives this right.
Storyteller InformationVenue Storyteller

Title: Chapter Storyteller

Passed Thespis (y/n): Yes.Style: This game is both Narrator and player intensive. What this means is that often the Narrator will have scenes to describe, plots to run, and challenges to throw, however the enjoyment of the game can only be accomplished if the players put an equal amount of work into the game. Sitting around game after game in the corner doing nothing and not interacting with anything doesn't make for a very entertaining character. Players are encouraged to interact with plot, NPC's and PC's as much as possible.
Often descriptions of the happenings in the World of Darkness can be horrific and outright disturbing. If a player has a problem with a sensitive topic being described they should immediately inform the Storyteller. (After all this is only a game and we want everyone to have fun.)
Intrigue is largely introduced by player to player actions. Plots involving Sept, Tribe, etc politics will be few if any.
Due to the violent nature of there is almost always a chance of combat on some level. Be it cubs playing to better their skills or hunting packs searching out the wyrm. Garou are warriors first and warriors fight, this shows the eternal struggle against the wyrm and enemies of Gaia on the battlefield.
Mystery is introduced through plots involving the underlying theme of the hidden past of the one of the oldest cities in Canada. Many hidden mysteries, horrors, and treasures can be found in Saint John.
Drama is encouraged through PC to PC actions and is often seen in narrated scenes, vivid descriptions, and colourful NPC's.
Darkness is found through a sense of smallness. Garou are only a speck in the grand spectrum of things and there are things that they can't and will never understand. It is also introduced by agents of the wyrm and even coyote spirits tricking the Garou. This is often targeted towards younger Garou and characters that are still not sure who they are or what their purpose is.
Antagonists: Famori that often take unusual shapes and characteristics in an attempt to deceive and trick the Garou. BSD's who wish to take the city for their own. Humans who have no understanding of Garou and no love of Gaia. Garou that seeking revenge against their brothers because they have lost their true purpose. Spirits either of the Wyrm or otherwise that have failed to perform their proper duties. Other PC's who take actions that lead them to be against the Sept. Garou who are careless in regards to the veil may find Hunters tracking them. And the ignorance, prejudice, and skewed views of characters are all things the players are likely to find and have to overcome.
Visiting character/plot policy: Visiting characters are encouraged to send their character sheet, background, a list of items/fetishes, and any approval numbers for things of High or Top Approval that they intend to bring with them days before they arrive. Players who do not send characters in advance should expect a lengthy wait before the VST is available to review their character. Plotlines from other cities are welcome, but should never be introduced to the local game without the VST's consent.
