In our climate of political correctness of love without justice, freedom without responsibility and the delusion that we can do what we like and escape the consequences of our actions, it may seem harsh to say that AIDS is God's punisment for the sin of sodomy and that there is no cure for AIDS and that God will not grant one.
******* God is Love. He grants forgiveness to those who repent and do penance. The main reason militant homosexual activists want a cure for AIDS is so that they can continue to commit sodomy and engage in other perverse sexual practices and avoid the consequences of those acts. God loves all sinners, including practicing homosexuals, more than we can imagine. God will not love sin and will not help people commit sin. Granting a cure for AIDS would encourage the sin of sodomy, whose main consequence is spiritual death, which is worse than physical death. Evil, death and sin are synonymous. Granting a cure for AIDS would result in more rather than less evil. Therefore, no matter how much the militant homosexual activists rage against God and against the government for not getting rid of AIDS (the biological consequence of sodomy) there will be no cure for AIDS.

******* As provocative and implacable a statement as this might be, you know in your heart it's true. To understand the race to find a cure you must also understand how long a cure for any virus has eluded researchers.
******* Almost since the dawn of medicine, man has been looking for a cure for viruses. An Egyptian carving dating from about 1500 B.C. depicts a priest with a shriveled leg, a characteristic of recovery from paralysis caused by the polio virus. It wasn't until the 1950s that a vaccine was developed. Mind you, that wasn't and isn't a cure. It's an inoculation, a way of preventing the disease before it strikes. ******* The flu virus has a similar history. The name influenza was first given to a disease that caused an epidemic of fevers in Venice around 1300 A.D. The disease was thought to be caused by an "influence" of an odd alignment of the planets. It was centuries later that preventive immunization was developed. Some might call that a cure, but it only works if you're immunized before you get the disease. The point is that we've searched for many hundreds, if not thousands, of years and we've not yet found what could be called a real cure for viruses. We haven't even found the cure for the common cold. Well, sometimes the answer is as simple as using a little common sense.
******* Scientists know that developing something that will prevent a viral disease is about the best you can hope for. If you don't have a vaccine, containment is the name of the game. When a particular virus breaks out, you isolate those who have the disease in order to keep it from spreading, thus allowing it to die out. Why, then, do you think researchers would treat AIDS any differently?
******* The truth is, AIDS is without a doubt one of the most preventable deadly diseases in the history of this country. We know exactly how it's transmitted. We know exactly who is most at risk. We know exactly how to prevent it. We don't need a vaccine. The spread of AIDS is almost wholly the result of reckless behavior. There are indeed horror stories of people contracting AIDS through blood transfusions, but those cases are extremely rare (about 0.5 percent of all AIDS cases). That's not to say that we shouldn't have compassion for people afflicted with this disease. We most certainly should. People find themselves with all sorts of ailments due to bad choices, and kicking them when they're down serves no purpose. We should treat them with compassion just like anyone else who is dying, but it only serves to perpetuate the problem if we continue to condone the behavior that causes it.
******* Our country's approach to the AIDS problem (it's not an epidemic, by the way) has been to throw good money after bad in search of an elusive cure while failing to condemn the very behavior that's at the root of the problem. Passing out condoms at school in an effort to stop the spread of AIDS is like handing out low-nicotine cigarettes as a means of stamping out smoking. Both send the wrong message: that the behavior is OK as long as you're "safe." Cities across the country do the same with needle exchange programs instead of attacking the basic problem of intravenous drug use. Come exchange your dirty needle for a shiny, new, clean one, they beg. It's easy to cry that our need to save lives is immediate thus justifying programs like needle exchange, but short-term solutions have long-term consequences. You don't patch a roof with cardboard. It may get you through one rainy day, but it doesn't solve the problem. Nor does the patchwork approach solve the AIDS problem.
******* WHEN A PLAGUE WAS REALLY A PLAGUE
******* Bubonic plague devastated Europe beginning in the 17th century. Long before Alexandre Yersin discovered the cause of bubonic plague in the late 1800s, humans had already figured out how to prevent the deadly disease. Although they didn't know that rats transmitted the disease through fleas, they deduced that unsanitary conditions caused it to flourish. Once they became more sanitary, the plague disappeared. They learned that the disease was a result of their behavior, and they modified that behavior to rid themselves of the disease.
******* AIDS is no different, and we know so much more about its cause than those Europeans knew about the plague. It is inexcusable that we have such knowledge at our fingertips yet we refuse to take the behavioral steps necessary to rid ourselves of AIDS. And unlike the plague, which wiped out a third of the population in England around 1665 (now that's an epidemic), AIDS is far from being such a destructive force in America. Despite assertions from the "Blame Reagan" crowd in the '80s, claiming that he was responsible for the spread of AIDS, it didn't wipe out the United States nor was it ever a threat to do so. Those frantic alarmists screamed that we were all going to die from AIDS unless the government found a cure. We didn't find a cure, and we're still here.
******* Even the scientific community got caught up in the exaggeration. In 1986, the National Academy of Sciences predicted that 50,000 people a year would be dying of AIDS by 1991. The New York Times reported in 1987: "Federal scientists project that by the end of 1991, total cases will reach 270,000 with 179,000 deaths." The actual number was just under 30,000. In the last 20 years, 457,667 people have died from AIDS. That's an average of less than 23,000 per year. Keep in mind that AIDS deaths have been on the decline for several years.
******* The death toll due to AIDS in 2000 was 14,370. By comparison, 31,224 died of blood poisoning in 2000, while 553,091 died of cancer, 69,301 died of diabetes, 65,313 died of the flu and pneumonia, and 710,760 died of some sort of cardiovascular disease. Heck, 37,251 people died of nephritis, for crying out loud. (That's kidney disease, by the way.) When was the last time you saw a celebrity sporting a nephritis ribbon at an awards show? To put it another way, cardiovascular disease accounts for about 30 percent of all deaths. AIDS accounts for 0.6 percent. In case you missed the decimal point, that's point six percent. Even at its peak, AIDS accounted for no more than 2 percent of annual deaths. That's a far cry from an epidemic. If it is, in fact, an epidemic, why don't we hear about the septicemia epidemic that kills twice as many people each year?
******* THE HETEROSEXUAL MYTH
******* Contrary to the PR campaign launched by the AIDS lobby, this disease will never be a problem for the vast majority of us. Let's look at the real numbers. The latest data show that only about two-tenths of one percent of the American population has AIDS. Less than three-hundredths of one percent of the population has AIDS and is heterosexual.
******* The fact remains that, by far, the highest risk categories are gay men and intravenous drug users. Those two categories make up at least 78 percent of the AIDS cases. Of the small number of heterosexuals with AIDS, 99 percent contracted the disease from someone who was either gay, bisexual or an intravenous drug user. ******* So, it's clear where the risk lies, but the AIDS lobby would have you think that everyone is at peril of contracting AIDS. They have perpetuated a myth that AIDS is infecting the heterosexual community at alarming rates in order to galvanize support in the federal government for more and more funding for AIDS research. In his book "The Myth of Heterosexual AIDS," Michael Fumento points out that heterosexuals are in less danger of contracting AIDS than they are of dying from shark attacks, being hit by lightning or accidentally drowning in the bathtub. ******* We know what causes AIDS. More important, we know that the most effective way to rid our country of AIDS is to stop the risky behavior. Instead, those at greatest risk want the government to spend every dime it takes to find a cure. That's akin to someone with lung cancer continuing to smoke while admonishing the government for not spending enough on cancer research. ******* Surprisingly, there have been precious few studies gauging the average life expectancy of a gay male. Paul Cameron of The Cameron Group conducted a "study" a few years back and determined that the average homosexual's life expectancy was 42 years. Before you go spouting that statistic, be forewarned that his methodology was highly questionable. He scanned obituaries from gay newspapers and compared the average age of death with those of men in regular newspapers. As you might imagine, all sorts of variables come into play. ******* First of all, gay newspapers tend to cater to the more radical homosexuals, thus the more promiscuous. They would certainly run a greater risk of dying from AIDS than their not-so-promiscuous counterparts. Second, the editor has control over which obituary gets printed. A 75-year-old gay man dying of cancer is not news, whereas a 32-year-old man dying of AIDS is. Guess who makes the paper? It is also impossible to determine that every male in the regular newspaper was straight. Needless to say, the Cameron study is far from reliable. Bill Bennett, who cited the Cameron statistics on TV and in an article, later recanted after learning the circumstances of the study. ******* Having said all that, it stands to reason that if gay men are subject to the same diseases as straight men and are also at much greater risk of AIDS, their life expectancy is, naturally, going to be less than that of heterosexual males. How much less is still a mystery, but, without question, the gay lifestyle is a risky one. How risky? Let me put it to you this way: At the height of the AIDS problem in the early '90s, your chance of contracting AIDS from a single act of unprotected heterosexual intercourse was 1 in 715,000. The odds for a homosexual were 1 in 165. And no wonder. AIDS-infected men had, on average, 1,100 sexual partners! ******* THE BUG CHASERS ******* Probably the sickest and most disturbing aspect of the whole AIDS issue is a phenomenon known inside the gay community as "bug chasers." These are homosexual men with a death wish. They seek out AIDS- infected men with whom to have sex. An article published in Rolling Stone magazine claimed that 25 percent of all new AIDS cases are bug chasers, although some experts say the number is much lower. Rolling Stone stands behind its numbers. ******* A gay man who went by the name of "Carlos" in the article said bug chasers contract the disease as the ultimate sexual thrill, as demented as that may sound. "His eyes light up," a passage from the article reads, "as he says that the actual moment of transmission, the instant he gets HIV will be the 'most erotic thing I can imagine.'" Carlos goes on to say that should he become "positive," he would enjoy spreading the virus to a new partner. "I'm murdering him in a sense, killing him slowly, and that's sort of, as sick as it sounds, exciting to me," he said. ******* It's kind of ironic, isn't it, that while these nut cases from ACT UP disrupt church services and even halt trading on the floor of the New York Stock Exchange for a short period, some of the people they're trying to help are purposely seeking out the disease. This is all further evidence that AIDS is a behavioral disease, exactly what Cardinal O'Connor in New York has been preaching and the exact reason ACT UP and other AIDS activists are mad at the Catholic Church. It's time for ACT UP to GROW UP. Take responsibility for your own actions instead of expecting someone else to come behind you and clean up your mess. If you're engaging in risky behavior, stop it, but don't expect me to pay to facilitate it. *************************************************************************************************************************

******* Every 14 seconds a young person is infected with HIV, according to a U.N. Population Fund Assistance report recently released. Given that the Catholic Church provides 25% of HIV/AIDS care world-wide, many of these young people will be cared for by the Catholic Church. No state, government, or individual matches this commitment. Yet the BBC in its program "Sex and the Holy City," which aired last night, all but implicated the Church and Pope John Paul II in the spread of HIV throughout the world.

The Catholic Church's well-known teaching on condoms appear to baffle BBC producers and their ilk because it is based on moral teaching that has become irrelevant for many. At the same time, however, the wisdom of this precept has been confirmed by science. Or perhaps it's better to say that science has not been able to confirm the wisdom of condoms.

In June 2000, (lest we forget, while Bill Clinton was still president) the U.S. National Institutes of Health sponsored a workshop to survey the scientific evidence on condom effectiveness. The final report, released on July 2001, concluded that the consistent and correct use of male condoms provides an 85% reduction in HIV/AIDS transmission between women and men. The same report revealed a lack of adequate data to confirm that condoms protect against other sexually transmitted diseases.

Assuming a scenario in which condoms are used consistently and correctly for every sexual act, there's still no guarantee that the condoms themselves are in fact effective against HIV infection. According to the CDC, only latex or polyurethane condoms provide a barrier against HIV. There are many other type of condoms available throughout the world. In 2002, Tanzania reportedly rejected 10 million condoms provided by UNFPA because they were defective. Quite simply, they leaked. Fortunately for the Tanzanian people, the government tested the condoms before they were distributed. UNFPA apparently thought it was enough to provide the condoms without any type of quality control.

While the BBC and condom advocates would suggest one type of behavior change, namely correct and consistent condom usage, the Catholic Church proposes another type of behavior change: abstinence, monogamy and fidelity. Here again, science weighs in on the side of religion. Botswana and Zimbabwe are ranked among the top countries world-wide for HIV prevalence. Yet both countries are condom-friendly and make condoms readily available. In 1991, Uganda also had an HIV infection rate of more than 20%. By 2001, however, the rate was only 6%.

A 2002 Harvard study conducted by anthropologist Edward C. Green and Vinand Nantulya, an infectious-disease specialist, revealed the cause of the discrepancies between Uganda's HIV infection rate and those of other heavily infected countries. Uganda had begun a program focusing on abstinence and fidelity instead of condoms. While the rate of HIV infection in every other country continued to escalate, Uganda's fell dramatically. (Lest there be any concern over the researchers' religious zeal, Mr. Green describes himself as a "flaming liberal" who does not attend church.)

Science doesn't stop with HIV infection. CDC and NIH data confirm that condoms offer little or no protection against human papilloma virus, which has been linked to cervical cancer in women. In the U.S., 75% of the population of reproductive age is estimated to be infected with HPV and more women die from cervical cancer than from AIDS.

When the Catholic Church proposes abstinence and monogamy, perhaps to the dismay of the BBC, the church is not being anti-science, but rather affirming what science already tells us. Nor is the Catholic Church alone in this view. Evangelical Christians and Muslims reflect the same perspective.

According to the BBC, the program "Sex and the Holy City" investigates "how the Pope who tried to act in the best interests of women came to be accused by his opponents of ruining so many lives." The health experts showcased by the BBC would do well to familiarize themselves with the relevant scientific data and the BBC would do well to put into practice the principle of truth in journalism. Although the data confirms something taught from a religious perspective, by no means does it render the science invalid. Only bias could create an incompatibility between religion and science. Only unadulterated bias would do so at the risk of millions of lives.

******* Addressing the 11th international conference of People Living with HIV, Museveni, dismissed condom use, saying his government's expenditure on product was far below other countries, especially the developed world.
******* "In comparison with other countries per capita expenditure on condoms, We spend far below other developed countries, which emphasise use of condoms in their fight against the disease," Museveni said Sunday evening. He did not give figures or name the other countries with higher expenditures on condoms.
******* "As a poor country with no resources readily available to procure condoms we begun with laying emphasis on behavioural change by raising alarms of awareness that we are endangered," Museveni told the conference attended by over 800 participants.
******* However, HIV/AIDS activists disagreed with Museveni saying he might have forgotten the large quantities of condoms donated by humanitarian agencies in his country that has lost considerable percent of its labour force to the dreaded disease.
******* European countries attribute their continued low HIV prevalence to widespread condom use than behavioural change.
******* At least 50 percent of the two million Ugandans diagnosed with HIV have died since the detection and recording of the incurable diseases statistics started in 1986.

******* Availability of condoms statistically increase promiscuity and risk of contracting HIV according to medical experts who presented their findings on the "ABC" approach to the HIV/Pandemic in Washington, DC last week. The presentations, hosted by the Medical Institute for Sexual Health, were critical of the insistence by some NGO's and policy makers that the "C" (condom) approach will stem the tide of the pandemic.
******* "20 years into the pandemic there is no evidence that more condoms
leads to less AIDS," stated Dr. Edward C. Green of Harvard’s' Center for
Population and Development Studies. Citing data on condom availability in many African counties, Green went on to say that "we are not seeing what we expected: that higher levels of condom availability result in lower HIV
prevalence." Dr. Norman Hearst of the University of California --- San Francisco supported this analysis with statistics on Kenya, Botswana, and other countries, which show an increasingly alarming pattern of increased condom sale correlation with rising HIV prevalence by year.
******* Promotion of the "safe-sex" message has reportedly increased numbers of sexual partners. The spread of HIV is a behavioral problem, according to Green, who said that "having multiple sexual partners drives AIDS epidemics. If people did not have multiple sex partners, epidemics would not develop or, once developed, be sustained." He continued, "over a lifetime, it is the number of sexual partners [that matter]…condom levels are found to be non-determining of HIV infection levels."
******* Unfortunately, Hearst stated, we are "raising a generation of young people in Africa that believe that condoms will prevent HIV." This is concerning because condoms are not 100% effective, even when used properly. According to Hearst, "the most recent Met-analysis came up with 80%…but even if it is 90%, over time it’s the question of when, not if…you don't want to give people a false sense of security and A and B are better in the long term."
******* In other cases, often reported by proponents of the safe-sex message, countries such as Thailand saw incidence rates for HIV decrease after the government mandated 100% condom use in brothels. Unfortunately, according to Hearst and Stoneburner, proponents rarely look closer at the data, and in such instances behavior change had much more to do with the decreased rates of transmission. "This is usually attributed to 100% condom use, but visits to sex workers declined by 60%…they did so out of fear and risk avoidance."
******* It is the behavior change advocated by the "A" and "B" approach that is additionally supported by data, such as in the famed Uganda case. According to Dr. Rand Stoneburner (formerly of the WHO and an independent advisor to USAID), "declines of HIV in Uganda are linked to behavior change…[and] include primary risk avoidance with a 65% decline in causal sex." The Ugandan government, which promoted abstinence and faithfulness, helped bring about a 75% decline in HIV prevalence among 15-19 age group, 60% in the 20-24, and a 54% decline overall by 1998.
******* Stoneburner and others believe the change was due to different language used. In Uganda, President Museveni reportedly repeated to Ugandans "you are going to die if you don't stop this!" whereas in other countries, there is little talk of death. Stoneburner pointed out "25% of South Africans don't believe HIV causes AIDS" and in many countries "they do not talk about death links to AIDS." This information proves the unfortunate effectiveness of the "safe sex" message that increasingly places individuals at risk for HIV transmission and STDS worldwide.

******* HIV/AIDS increases in US, but failed US approach still exported to
Africa
******* in a recent interview with BBC, Kofi Annan, Secretary General of the
UN, argued for increased involvement and resources by developed countries —namely the United States—in stemming the tide of the global HIV/AIDS epidemic. In addition, he was disappointed in African leaders that allowed "their people to die because they were too embarrassed to talk about condoms."
******* His statements are among the many promoting additional funding for
programs implementing efforts to fight the epidemic via the exportation of
US-style prevention, which readily encourages and promotes condom use in
high-risk groups.
******* interestingly, it is this very plan that is failing in the US. In the
latest "Aids Surveillance Report" published by the Center for Disease Control and Prevention, the statistics on new cases of HIV and those, which eventually transition into AIDs, show stark increases in many of the groups studied. Groups most catechized on the 'safe sex' condom based ideology, such as homosexual men, are those with the highest prevalence rates. Between 1999 and 2002, the estimated number of these persons living with HIV/AIDS had jumped from 100,500 to 125,200, despite the almost constant 'safe sex' and condom message.
******* The United States is often used as an example for countries with high
prevalence rates, predominantly due to the decreasing death rates for those persons who had contracted AIDS. In the recent CDC report however, the statistics reveal that these decreases are most often due to an increased life span from advanced drug therapies, not decreasing contraction of HIV. It pointed out that "the number of diagnoses of HIV/AIDS…increased steadily" from 1999-2002, and while there have been declines in AIDs incidence in the late '90s, by 2002, "AIDS diagnoses increased" within the United States.
******* Yet, while the contemporary US based approaches are showing increases
at home, others that have shown decreases are interestingly being discredited
abroad.
******* As some have pointed out, including most recently Harvard’s Edward
Green writing on November 29 in the Washington Post, in African countries
"with the highest levels of condom availability—Zimbabwe, Botswana, South
Africa and Kenya—also have some of the highest HIV rates in the world."
******* Despite this trend, as well as HIV/AIDS increases within the US, other
initiatives that have worked, such as Uganda's AIDS approach are being
discouraged. The Ugandan program, similar to other initiatives in additional countries, encouraged marital fidelity and abstinence until marriage to combat the epidemic. When foreign health officials, predominantly from the developed countries including the US, attempted to transition the Ugandan program more predominantly towards condom use, extramarital sex rose. As a result, "health officials worry that infection rates may increase as well," despite the successes under the other programs.

******* ATLANTA (Reuters) - A rise in new cases of AIDS and HIV infection among gay and bisexual men in many U.S. states, reported in a federal study on Wednesday, has given support for concerns the disease is resurgent in the country.
******* The report by the Centers for Disease Control and Prevention, released in connection with World AIDS Day, said new HIV and AIDS diagnoses in 32 U.S. states rose 11 percent among gay and bisexual men between 2000 and 2003.
******* Rates were stable among most other population sectors, and the overall infection rate rose to 19.7 cases per 100,000 people in 2003 from 19.5 per 100,000 people in 2000.
******* AIDS, which destroys the immune system and leaves victims vulnerable to an array of opportunistic infections and cancers, has killed about half a million Americans and 22 million people worldwide since 1981.
******* Gay and bisexual men are believed to account for a majority of the estimated 850,000 to 950,000 Americans living with HIV, the virus that causes the disease.
******* In the United States public health experts have been warning of a possible resurgence of the epidemic, which eased in the early 1990s following the development of antiretroviral drugs targeting the disease.
******* Since the late 1990s, when U.S. deaths from AIDS stabilized at 16,000 per year and new HIV infections stabilized at 40,000 per year, the disease has shown signs of a comeback, particularly among gay and bisexual men.
******* Between 2000 and 2003, a total of 125,800 people were diagnosed with HIV or AIDS in the 32 states, according to the new report.
******* Forty-four percent of these cases occurred among gay and bisexual men. "Men who have sex with men continue to constitute a substantial proportion of HIV/AIDS cases," said the CDC.
******* It said blacks, who represent about 13 percent of the U.S. population, made up 51.3 percent of all HIV and AIDS cases diagnosed in the same period.
******* New York, California and other states that had not used confidential, name-based reporting of HIV and AIDS cases for at least four years were excluded from the study.
******* A number of health departments across the nation also have reported a worrying surge in syphilis and some other sexually transmitted diseases among gay and bisexual men. Sexually transmitted diseases are known to increase the likelihood of contracting HIV.
******* To combat the HIV/AIDS epidemic in America, the U.S. government decided last year to emphasize programs that focus on testing and counseling people who are already infected.
******* Some AIDS activists, however, fear the new approach will lead to reduced funding for many programs that emphasize condom use and other safe-sex practices for uninfected people.

******* In Ivory Coast, 12% of those aged 15-39 are infected with AIDS, and in some areas as many as 20%. Because of the positive results in Uganda, which has seen the number of those infected by AIDS drop significantly in ten years from 15% to 5% thanks to emphasizing changes in lifestyle more than the use of condoms, Ivory Coast has decided to follow suit.
******* Christine Nebout-Adjobi, who is directing the fight against AIDS, told Mundo Negro, “It is very clear that the condom, or the condom alone, is not the solution. We must affect the habits, the profound values of the people, their moral values. In Uganda this is what they have done and it is going very well.”
******* “If you have seen the ads against AIDS on television, which are paid for by our Ministry, the order in which these things are presented is abstinence, fidelity and lastly, the condom,” she added.

******* Award-winning gay writer Randy Shilts tells how angrily the gay male
community reacted when he and others told gay males that their
promiscuous, unhealthy lifestyle was to blame for the AIDS epidemic: “…with AIDS there was a lot of pressure on writers not to write anything negative about the gay community, not to do anything to indicate the honest truth, which is that the gay community had some role in it. Once the virus got into the community, it didn’t spread by itself. We had a community that was virtually engineered to ensure the rapid proliferation of a sexually transmitted disease, and people didn’t really do anything about it. About 1983 I started working on AIDS full time here at the [San Francisco] Chronicle, and there’s been incredible pressure on me—even to the point of death threats—not to report honestly on AIDS. (Contemporary Authors, Vol. 127, pg. 404)

******* Randy Shilts has a most perceptive term for this angry reaction from gays. He calls it: “...the desperation of denial: how, when something is so horrible you don’t want to believe it, you want to put it out of your mind and

******* In his book, And the Band Played On, Shilts catalogues the epidemic of
sexually transmitted diseases, and the dangerous sexual practices utilized by gay men, to be found in the gay male community. These practices, combined with incredible promiscuity, are the factors which Shilts says caused the gay male community to be “virtually engineered to ensure the rapid proliferation of a sexually transmitted disease…” Not only the usual diseases, like syphilis or gonorrhea, but hepatitis and the “Gay Bowel Syndrome” — amebiasis, giardiasis and shigellosis — and other diseases were continuously epidemic in the gay male community.
******* Unfortunately, the same diseases are peaking once again in the gay male community. Gay magazines, newspapers and websites frequently have
articles on this problem (see, e.g., www.gayhealth.com). Shilts sees the ongoing problem of sexual promiscuity as inherent to male homosexuality: “Promiscuity was rampant because in an all-male subculture
there was nobody to say ‘no’ — no moderating role like that a woman plays
in the heterosexual milieu.” (And the Band Played On, pg. 89)

******* The campaign, which is also running in magazines, is a 180-degree turn from the years of politicking against stereotyping homosexuals as those most likely to become infected.
The Times said some AIDS counselors are worried the ad campaign will further stigmatize the disease and stack the deck against research funding.
******* Public health officials have noted that the overwhelming majority of HIV cases -- three out of four -- are among men engaging in sex with other men.

******* An unidentified San Diego resident may be infected with the same rare, aggressive and highly drug-resistant strain of HIV found last week in a New York City man who has rapidly become ill with AIDS, health officials said yesterday.
******* "(The local person's) HIV has a similar molecular makeup as the patient in New York City," said Dr. Nancy Bowen, the San Diego County public health officer who held a press conference about the finding yesterday afternoon in San Diego.
******* It's important to notify the public about a new and possibly supervigorous strain of HIV so people can take extra precautions, Bowen said. But "I don't think it will do anybody any good to get panicked about this," she said, emphasizing that many details are still being sorted out.
******* Several AIDS specialists said it was odd to see public-health officials sound such widespread alarm after only one person became sick. They questioned whether the virus is truly a lethal variety, or whether the New York patient's immune system, extensive use of methamphetamines and genetic makeup might be contributing factors to his rapidly deteriorating condition.
******* But public health agencies and the federal Centers for Disease Control and Prevention said the announcement was necessary because they haven't seen an HIV strain that becomes drug-resistant and progresses to AIDS so quickly, as in the case of the New York man.
******* Bowen urged people who think they might be infected with HIV to get tested. If infection is confirmed, the individuals should visit a doctor and request a second blood test to determine what genetic strain of the virus they might have.
******* The AIDS virus mutates regularly, changing its molecular structure over time, so blood testing is normally done to make sure each patient's genetic strain is vulnerable to anti-viral drugs being prescribed. If the strain isn't vulnerable, doctors must find other medications.
******* Bowen said the San Diego resident tested positive for the rare HIV strain last fall - after the patient's health provider sent a sample of his or her blood to ViroLogic, an HIV typing reference laboratory in Northern California.
******* There was no alarm until the New York City man recently became ill and was found to have a molecular strain resistant to virtually all anti-viral drugs. His case prompted public health officials nationwide to check with the reference lab for a similar strain among other HIV patients.
******* The reference lab's database then linked the New York strain to that of
the San Diego person and an unidentified New York City resident.
******* Researchers don't know yet whether the New York and San Diego strains are an exact match, Bowen said. They also haven't determined if the three individuals know one another. It will take at least a week to decide if the HIV strains are identical, said Dr. David Ho, director of the Aaron
Diamond AIDS Research Center in Manhattan.
******* Federal and California health officials are trying to locate the San Diego resident through the reference laboratory, find his or her doctor and ultimately get in touch with the infected person. They want to see if this individual is ill, to conduct further testing and to notify sexual partners who may be at risk of contracting HIV.
******* If the person was tested under anonymous conditions, in which a name is not given, it could be impossible to locate his or her whereabouts. The patient also may have moved away from San Diego or died.

******* In the past three or four years, about 400 San Diego County residents each year have been diagnosed with AIDS. In January, four new patients were diagnosed, bringing the total number of county residents diagnosed with AIDS since 1981 to 12,237. Of those, 54 percent have died.
