Take a long look at our neighbors, it's not worth it!

It is so important that we carefully plan for Virgin's future and avoid the mistakes of other towns that have been discovered by developers, land speculators, and those only interested in profitting from buying low and sellin high. As more and more street lights and houses go in our beautiful night skies become oranger and brighter. I would like to see the lighting ordinances reviewed to protect dark skies. Protection of hillsides flood plains and scenic views are so important to assure that Virgin doesn't turn into another Hurricane and LaVerkin.











Get the FOV out of power, make decisions for all the people not just a few.











Virgin needs to keep its small town look and feel. Agriculture should be encouraged, animals allowed. If people don't like that environment and can't live without a large grocery store 1 block away, let them move out. 95% of all cities don't allow farm animals and have stores on every corner. Let them move to a city like that that already exists everywhere. Keep Virgin a residential, bedroom, agriculture community. That kind of city is hard to find we have something unique and we need to keep it that way











This is important. Glad it was done. So many towns lose their personality and character-sense of place-when the developers arrive. That is why zoning regulations are so important. Wash. Cty needs an animal friendly community, they are being chased out by high end development from Ivins to Hurricane-LaVerkin. Let us stay rural. Large lots discourage urban style subdivisions. Quiet country streets. Send all traffic to SR 9 NOT THROUGH quiet parts of town











I appreciate all those who have made this community what it is. I have learned much about new ideas that really made me think.I want it to be possible for my children to raise their kids here. I like it here and the people are wonderful. I couldn't dream of a better place, let's keep it going.











The general plan and laws planned for from the plan should be guidelines that encourage what we want and inspire creativity. Otherwise we invite the desire to find a way around our enforced laws. All laws should protect private property, not public opinion











Commercial businesses should be walkable.











Do not overload the area with regulations, but be firm on those that are created.











I assume noone will build if they haven't done their homework on whether their particular business is sustainable in this area.











I like Rockville, Toquerville and Springdale because there is a certain architectural style. The houses are set back from the streets and there is an “Old Town” feel, with large trees and nice yards.I think if Virgin strived for that look- no matter what the building is- the area would be pleasing to walk through.I love the fruit stand by Rockville, with its serene, parklike setting. Anything built right might help the residents with some economy in turn allowing them some money or an example to fix up their own yards- good luck.











I don't want Virgin to be run by dictators. I want people to run the town not the town to run the people.











I and my family feel that this area does not need to grow as fast as it is, actually, growth could stop as far as we are concerned. "Natural" growth in a town is almost always ugly. No franchises! Does the county really need another industrial park in the middle of this beauty?











My opinion is that all questions led to a vision some may have of their ideas of a perfect tourist community. and other growth is negative. What is wrong with our town? Let it grow as it has with a respect for health and safety, but not heavy rules and regulations to mold it into Rockville or Springdale or someones ideals. Please don't change Virgin. It's natural beauty, rural atmosphere, animal friendly area and simple lifestyle will be forever scarred by high priced developers, businesses and commericialism. The very things that make Virgin wonderful will vanish with every store, housing project and business you allow in. This is a great place. Please don't change it











The properties along the highway do not make Virgin very appealing to the eye. I don't know if fences need to be put up or trees and floweres planted, but something needs to be done. Springdale and Rockville are plleasant to drive through and make people want to slow down. In Virgin, cars ignore the speed limit completely. The Virgin Goods store needs a face lift.











Promote growth. Promote business, promote people getting along with each other. Promote private property rights

I think we should annex all the property to our boundaries so other towns can't come in and annex them into their city limits. Then we will lose the power to say what can and can't be done with such properties

I moved to Virgin because it still possesses a feel that southern Utah used to have but is losing everyday to the encroachment of the urban reality, one reality that I believe leads to dis-ease and disease. Virgin is a rare gem in a world becoming too busy and overcrowded. We should realize how valuable Virgin is just the way it is and be one in our effort to preserve the peace, quiet and awesome beauty that surrounds us. Virgin is a slice of heaven, let's keep it that way!//











Years ago we moved to Virgin for the small town feeling. We don't take the keys out of our cars at nite, don't lock our doors when we leave. We like to sit in the evenings and watch the bats and the sattelites, listen to the coyotes. If we had wanted the problems of a large town, we would have moved there. Just please be careful and don't ruin Virgin.











I would like to see Virgin avoid some of the pitfalls into which other rurral communities have fallen when growth hits suddenly and hard. Please do what is necessary to keep Virgin open, scenic, homey, and, most of all, UNIQUE. I would like Virgin to try to acquire river bottomland for recreational use. I would Virgin to encourage owner built housing. Please try to restore/maintain historic buildings and house government offices in unique, unique, dignified building.

I commend Virgin Town for implementing this vision process for the future and I would urge that "intent" be written in new ordinances as well so that 10or 20 years down the road, P & Z and kCouncil can understand WHY something was implemented. I would like to see Virgin Town become a prototype/example community by taking bold stands on commercial and residential development. Bold is taking measures to restrict growth and development to protect and insure this town's most precious asset Rural, small town atmosphere and thus the quality of like that cannot be purchased with money or material gain. I would like to see Virgin be wise enough and courageous enought to say "Our quality of life does not need to be developed or improved and it is not for sale". P.S. I see plenty of room for horses, but little room for ATV and motorized dirt bikes. Bikes and ATVs tear up the countryside and make way too much noise.











I love living in the town of Virgin. It is a beautiful place with much peace- I think that a lot of growth will destroy that. I am very frustrated with local people who have inherited land who are so willing to sell it off to developers. They have no understanding of the VALUE of land because they never had to pay for it themselves. If they want development they should move to St. George- soon St George will be here, if they get their way. There is a reason why I drive to and from St. George each day!! Also, cars are going way too fast on Kolob Road.











I do not want this town to grow and be like St. George. If we wanted St. George we would live there. It is perfect the way it is. Let the developers go make their money somewhere else and leave the beauty and community of Virgin trhe way it is.











Thanks for providing this opportunity to participate. Virgin is in a sensitive position. There's going to be a huge demand (soon) for land for houses. Please discourage 'mushroom farm' development, where homes are 10-20 feet apart, and all have the same roofs and walls. Please, just say no to that. Great survey! I would love to see Virgin be so wise in its decisions that it is used as a model for other small twons. This may require more reading/research/open-mindedness from our city leaders, but the rewards? FANTASTIC!











I personally worry about the future of Virgin. In a heartbeat it could turn into Hurricane or a small version of St. George. The wishes of concerned citizens need to be addressed, and we desperately need to protect and gradually improve what we have. Many of us were very discouraged abou t the outcome of the boy's home situation and feel that regardless of what we want for V the Town Council votes otherwise. The wishes of truly concerned citizens are not met. We need to have regulations in place for the future and V citizens need to know that their opinion matters. Keeping V small and rural will benefit all of us. Opening it up to developers will benefit only those interested in making a profit from exploiting our natural simple beauty. Once it's gone., it's gone for good! Rally together to keep the town like it is with people taking pride in what we have and fighting to protect it. I would like to see Virgin not grow at all!











New developers should put in streets and sidewalks and utilities before being allowed to build and leave “A step by step development plan that is upheld”- required before permits are granted- no matter who is the developer. Streets are a mess because of loose regulation enforcement. That is unecessary. Builders come to V for cheap land... no need to under-sell our beautiful town area. Require style and landscaped area.











In my opinion, your survey is too ambiguous and unpurposeful to respond to. In question 1-14 there is almost nothing to not like, the same for 15 through 19, and in 20, Virgin will become whatever we allow it and what people want- it has nothing to do with other town or cities. 21 trough 29, we will have to comply with town law and regulation and 30 through 35 is almost silly. 36 through 39, the city will take whatever action it can to enforce compliance. 40 to 42, developers will do whatever their allowed to do that will give them the most profit.It's up to us to decide what that will be.Questions 58 through 106- we will promote businesses that will be able to come here because they think they can make a profit and give us the tax base we'll need to provide our town with the services our citizens need tand the state dictates we must provide. If we can do this and promote a western theme, fine, everyone will probably like that- location will be where we decide to make a commercial area. 85 to 99 will be decided by survival and profitability. 107 to 112 depends on factors like pollution, both physical and aesthetic to the economy. 118 to 121 depends on what we can afford to do and what county and state compliance forces us to do, like a sewer system- when our growth reaches pollution stages, we will be forced to build or hook up to a sewer system and wi'll pay for it any way we can. 124 through 136, nearly all admirable goals. 137 to 143 mostly beyond our control, some controlled by legality. 144 to 149 well be decided by other town boundaries (federal parks) needs and costs.











Since I had only the questions and not the multiple guess answers, I just wrote my own answers. I hope this is acceptable. 1. Philosophy and Theme- things I like most about Virgin a. ..the inheritant goodness of the people. The majority of the town's people show a spirit of kindness and helpfulness a sense of community and helping their neighbors. With this kind of people you generally have a lower crime rate because people care about each other. 2. “If I could have my wish...”. I would wish that this same neighborliness would remain. It has always been a goal of honest people to to improve their lives. With more families with children moving in, it would be nice to eventually have more recreational opportunities available, as well as a few conveniences such as gas stations, stores, schools, etc. 3. “Regulation and Enforcement. I think it is important that the town have standards in placefor...: Law enforcement, fire protection, for the safety of the population. 4. I think compliance with town standards should be... ..a standard is a standard, or what some people would hold up as an example, but it is not a law. Laws should be enforced for the protection of the populace. 5. The town's application of rules or guidelines should take the form of ... There is already a bonified method of “enforcing” laws. Laws should be enforced. Contracts should be binding. Guidelines are just guidelines for people to use as examples. They have no enforcing qualities. 6. “I would like the town to encourage new development to follow rules and town goals through the use of...” ...Contracts that are legally enforceable and binding. Laws that are enforceable for the safety and protection of the citizens from criminal activity. Criminal means those things that threaten us or abuse the individual citizen's life, liberty and use of his or her property. “Form and Beauty” ...I think form and beauty are wonderful. Every citizen will enjoy his or her property if they are allowed to make it beautiful. Of course, everyone sees beauty differently, so itis not somethinkg that can be regulated. A certain design or idea may not be beautiful to one or another person. “Residential Growth” Residential growth is very nice, because it brings more wonderful people to our community. It is generally more advantageous for a developer to create attractive and desirable homesites because the infrastructure is more economical when done in sync. With neighboring homesites. The developer wants to sell his homesites, so he will make them more attractive. The town needs only to see that the infrastructure (water, sewer, etc.) is up to code and can be supported by the available resources through planning and zoning, laws and ordinances. “Commercial Growth” ... I would like to see Virgin encourage... All types of business in order to provide a tax base to run the community on as well as provide future jobs and services for its citizens. “In my opinion commercial growth should be...” allowed. “If Virgin had a central commerce area I would like it to...” Usually commerce grows where it is needed most and where it is available to the needs of the community. “I would like to see the following businesses in Virgin...” Any kind that is not unlawful or immoral such as brothels, drug houses, and casinos. “Industrial and ccommercial” Businesses that disrupt the safety and health of the populace can be zoned to areas away from the general population. We have ordinances and a general plan that addresses these situations. Public Services... ...should be wherever they need to be and wherever the town can find a central place to be located, as they may be needed. Actually advance planning would be wise and warranted. Public Facilities... answer the same as above. Protection... Same as above. I went to a meeting or two where the former mayor and council talked about future sites for schools, fire stations, recreation areas, wetc. Not much has been done since the new council got in though. Size and population – Everyone seems to idealize a “small community” atmosphere, so do I. But what I have found is that it is not the size of town, but the size of the hearts of the people who live there that matters. Where genuine goodness and love of your fellow men resides, there also will a “small town” atmosphere resideI have been in towns much larger than Virgin that still “feel” like home in a small town even though they have all the amenities that we lack. I think we have had some good planning done in the past for the future growth of this town. The present council seems intent upon curtailing any growth that doesn't fit their narrow opinion of “viable and beautiful”.











I wish Virgin could keep its friendly atmosphere where I can help raise your kids and you can help raise mine and we have harmony, high values keeping our freedoms and watching out not to hurt others freedoms – Still shoot our guns if we want, have animals if we wan t, still respect others opinions but do not bring in crime, gangs, money. It seems when there's a big buck to be made it brings in all evils that follow it. It seems when there is money to be made selfishness and greed take over.
