3 December 2002, Siena The Italian State, by most standards, is a young State, which was created in 1861. The Catholic component of the Risorgimento was even then favorable to the idea of a Federal State. But this idea, unfortunately, was not realized. And we wonder, looking back, if it would have been so easy for Fascism to take over the central government if Italy had been Federalized. Again, in these days, there is a heated discussion betwen the government and the left regarding Federalism. The left, of course, is against this potential loss of power, which Federalism indicates. We hope that this longed-for reform will be the beginning of the true modernization of the italian State. We hope that the needed reforms, which theoretically can be seen as positive, will not in the long run penalize the citizens, and instead create an Establishment indifferent to the real needs of the people.
