Mages
Humans have certainly made their presence known in the land, and that presence is growing.  The origins of humanity are shrouded in obscurity. This may seem a ludicrous statement, but the fact is there -- humans just mysteriously appeared one day. Theories on this event are numerous. Some say the Elves found humanity's ancestors roaming in the woods, and nurtured them over the ages until they were mature enough to survive as a sentient species. Another hypothesis is that humans are from a distant star, and that one day a great sky-craft collided with this land and created the barren wasteland to the south. Whatever the answer is, the Elves will not, or cannot, say. In any case humans have flourished in the past centuries, and now their domain is such that they are the most numerous people in the land.While some of these humans are sailors, hunters, dragon-trainers, barbarians, thieves, farmers, the north people, or traders, a great many of them are Mages.  There is a complex system governing these human Mages alone, then reaching out to include Mages from other peoples.  While in these other species Mages do not necessarily rule the people as in humans, they quite often they do.
Humans control three major cities in the land,
Mage City, Port City, and the City of Lagoon.
These cities have councils of representatives elected - any citizen no matter their species.  Yet this council must reach all final decisions through their ruling mage who of course answers to the Council of Mages, where Veranem of Mage City sits as High Mage.  Therefore Port City and the City of Lagoon truly answer to the power of Mage City.
Elder Calador the StormRider, Mage of Port City.  His power is drawn from the sea, and only rarely travels far from it.  He has several times turned down the appointment of High Mage to remain in Port City.
Lady Diandra the DolphinSpeaker, Mage of the City of Lagoon.  She is as gentle as she is beautiful, preferring to spend her time at the water's edge.  She rarely leaves her city and would never consider it.
In Forest Elves, things are quite different since they are so scattered throughout the land.  They basically exist without government, except when within the realm of Mistress Kendall the Dragonslayer, who rules over Battle City, the Mountains of Confusion, and the Forest of Confusion.  Forest Elves in the forest and the mountains must answer to her, and all people within Battle City must answer to her.
Fairies exist in just about the same way as forest elves, scattered throughout the land and divided into distinct groups based on region and climate and power.  However, all but one of these subgroups answers to Queen Illyania of all Fairies, who rules over Junction City.  All people within Junction City fall under this powerful fairy's command.  The only ones who do not accept her rule are the Fairies of the Weeping Forest.
Queen Deliko of the Sprites. She rules her land with care  always thinking for the best of her people. But the recent death of her husband, Marchillis has blinded her with grief.  The Advisors are acting quickly to take this advantage...
As young as she is her powers are great, and capable of great things.  All Sprites answer to Deliko, even the society rebels, the Free.  Often times she does not leave her country for Mage meetings, instead she sends Baranel...
Ranking right under Deliko is the leader of the Sprite Council, Baranel. His powers are extrodanairy, even for the leader of the Council. Lately he has been working frantically to repel the Advisor's evil plot to overthrow Deliko but his unfriendly and serious manner has turned people against him... even though his true loyalties lie beneath Deliko...
  However do not cross him O' leaders of your countries for his powers are with volcanoes...
Dwarves basically obey a King, who is forever out of sight.  Directly under his power is Lord Rendav, one of the few dwarven mages.  Lord Rendav speaks to outsiders for the King, who is too busy concerning himself with the mines to worry about outsiders.
The Sea Elves have one of those rare monarchs in power who truly believe in the power of magic.  Princess Larelei was taught very strictly by her father about he prophecies and the ways of Mages before he passed away.  Although young, she is already an accomplished Mage, and respected within the Mage Council.
While the Dark Elves are ruled by King Lucian, he has appointed his daughter Princess Leorah over the rule of Waterfall City.  Like the father of Princess Larelei, he is schooling his daughter in the ways of magic, and it is rumored the two Princesses are like sisters.
There have been rumors of travelers meeting a High Elf calling herself Lady Aurelia the GryphonRider, supposedly the most powerful Mage of the High Elves.  Of course, they are only rumors...
If traveling the Jungle of Cat, one must be very wary of Ennoia, the self-proclaimed Goddess of the Cat People.  Even though Queen T'litha rules the Cat People from Jungle City, the jungle truly belongs to Ennoia.
Lesser Mages
Arnim, the Guardian of the Frozen Forest.
It is said that this wandering mage knows the secrets of the Pegasai and the Unicorns who migrated from their homelands.
Chelestra, the Unicorn Hearted.
Queen of the Fairies of the Weeping Forest and the Swamp of Tears.
It is said that she has such a bond with the unicorns, that she broke with Queen Illyania just to flee to the forest and help them. 
She is young, but very powerful.
