Exactly what constitutes an official visit is vague. Some argue that by riding to the Shrine in a government car, the Prime Minister is paying an official visit. Others argue that the Prime Minister must sign the register with his official title in order for it to be an official visit. No matter how the argument is made, if people beleive that the visit was official there is sure to be protest and complaint over the Shrine.
