NTSC Xbox users please Go HERE.
Please Note that the following guide is inaccurate since the Component adapter will not receive a non-progressive scan signal - since PAL xbox's don't ouput a non-progressive scan signal. I have the left this guide however because it works for NTSC xbox's and PAL modded.
Getting PAL60 games to work properly in color on a VGA monitor:
Step 1 - get the Xbox Component cable or the High Hefinition pack, whichever you prefer. I think you'll have to order them online since the UK doesn't sell em in high street stores. Since PAL xbox's have no higher resolution anyway and UK has low amount of component TV and projectors (unlike in Japan and USA) - also Lik sang and Amazon.com refuse to sell the High Definition Pack to UK customers because of this.
Step 2 - get a Component-to-VGA/DVI adapter (see below for a list of component to VGA adapters).
Step 3: FINISH! - Connect the two and your off. Easy as pie..

Optional extras...
1 - use the spare VGA out to another monitor, HDTV or projector.
2 - be able to switch between PC and Xbox with a VGA switch:
VGA Switch. Expensive but quality VGA splitters.
3 - use the spare VGA out to your Pc's capture card (need a VGA switch if u want use the same monitor - see above):
Since all of the component-to-VGA/DVI adapters listed above have two independant RGBHV outputs (both output a signal independently of each other), then you can connect the other VGA output to your PC.
Simply attach this cable to one end of the component-to-vga adapter and this to your PC capture cards s-video or composite input as well as the audio from the High Def Pack/Component output to your PC's line in (with the help of an easily available cheap adapter). Now you'll be able to capture video and sound.

Another Way:
There is also another way of viewing PAL60 on your monitor by actually converting PAL to NTSC. At the heart of conversion is the converter itself. All converters are not created equal however. They range in price from under $170 to well over $230,000 for the Snell & Wilcox Alchemist PhC.® Not surprisingly, the quality that results is directly related to the cost of the converter. But I wouldn't even consider this as an option - more info.

Considerations
========= Remember after all that... you will get a PAL60 in color on your monitor, but you won't get the higher resolution option the NTSC xbox's have. Thats why the high definiton pack is not available in UK high street shops. =========

CONCLUSIONS:
If you really are serious about getting the best out of Xbox and you live in the UK and want the superior resolutions and will accept nothing less. Forget about all of that above.
1 - Get an Import USA NTSC xbox with step down convertor. Make sure the xbox is a true NTSC USA console and not a PAL modded - since you won’t be able to play LIVE if its chipped.
2 - Get an X2VGA adapter.
CONNECT THEM UP AND THATS IT!! Higher res games LISTING.
If you want to capture and switch between console and PC on the same monitor get a VGA switch. There is also one mentioned on the official X2VGA web site.
