BLM 3809 Work to Welfare Rules Finalized. (11/2000) Empire, Mt. November 27, 2000 -- GMRV was just notified that BLM had moved forward with finalizing their 3809 rules. Reading through the final rules revealed to the casual observer just how much BLM did not allow input from the mining industry. There were numerous items added in the final version that were added because of new suggestions from those opposed to mining and all the benefits it brings to our economy. Unfortunately, there were no items reduced or altered because of input from those in the industry (who apparently don't know anything). As a result, the final rules are more stringent and should please some environmentalist, but not all, because they still allow some mining. The new regs will increase costs for the small miner by up to 25% and decrease their profit by up to 60% - which BLM says is not significant. In other words, these regs are intended by the enviros to drive the small miner out of work and into the welfare system. GMRV sees BLM's move as a frontal attack to destroy and rid America of the evil influence mining and mineral extration has been in contributing to the current standard of living the enviros demand. "It is very unfortunate that BLM chose not to listen to sound, rational facts, but instead chose to let the environmentalist rewrite these rules, while excluding input from those most knowledgeable of the subject..." Alan Gilda, Mining Engineer. "This could have been an excellent opportunity for BLM to have worked with the industry and those knowledgeable with the facts in coming up with sound, realistic rules." How is this going to affect GMRV? At this time, there will be little effect on the current operations because there is a two year grandfather clause. But, the far reaching and long-term effects will be significant. GMRV expects to see the value of its holdings significantly decrease ove the next couple of year due to the increased red-tape. It just isn't feasible for a small miner to pay for a full blown EIS so he can go dredge a few ounces of gold a year, but that is what the new rules will require. It looks like the enviro's will eventually get their dream - NO MORE MINING - because they are making it cost prohibitive for a small operation to exist. Sort of like people's shopping habits - the cheaper the better. BLM actions are nothing short of "gov't takings" through regulations. BLM 3809 Work to Welfare Rules to Crush Recreational and Small Mine Operators. (10/2000) Empire, Mt. Ocotber 23, 2000 -- BLM just released their EIS for the impacts of their perferred non-mining rules. Just for Montana it is shown to reduce miners by up to 300 workers in the next few years, and that only takes into consideration large mines. The small miner and recreational prospector is again ignored by Washington. Numerous voices cried in the wilderness, but Washington did not listen. They even disclaimed the whole findings by stating that they choose which comments they deemed relative, to their agenda, to address. Only those they thought were relative were given consideration in their Final EIS. It is too bad that Washington AGAIN choose to listen to anti-American environmentalist and not to those who will be directly and personally affect by their implementation. But, with a "daddy" like Clinton, who really is suprised? GMRV along with scores of other small operators will continue to operate as long as possible, but for those awake, there is handwriting on the wall. Montana Decorative Rock by GMRV Initiates MSHA Part 46 Rules. (10/2000) Empire, Mt. Ocotber 2, 2000 -- Montana Decorative Rock by GMRV initated its part of the MSHA Part 46 rules thsi week. Even though GMRV wrote letters of protest to MSHA about their Work-to-Welfare program - Part 46 for small operators, they apparently fell upon deaf ears. Because GMRV strives to be law abiding operation, it undertook the expense to comply. Unfortunately, compliance forced GMRV into the red this year. "The financial crisis GMRV faced by complying with Part 46 is minor compared to what larger operators will face as they try to comply with MSHA..." said Mr. Gilda. "It is a shame that MSHA refused to listen or even acknowledge the small operator in this ruling." It is apparent that they just do not care. In fact, one MSHA inspector was heard saying that it would be great if all the small opeators went out of business because then we'd only have a couple of larger ones to have to inspect. The cost for complying is basically a minimum of 8 hours of non-productive time at full wage. That will typically cost a small operator about $120 per employee plus the cost to bring in a trainer, plus hours of paperwork. One wonders how anything can ever get done when 90% of working for a small operator is shuffling papers for the Feds. Fire Danger and Snow Suspends Summer Exploration Activities (09/2000) Empire, Mt. September 25, 2000 -- GMRV's exploration activities were suspended this summer due to the extreme fire danger. Resent snows did reduce the fire danger, but have made travel dangerous. GMRV decided last week to suspend further exploration on the Anniversary (Au) and Kelly (Ag) projects for the rest of this year due to the severe fire season and the early onset of winter weather. Plans are being made though for next years activities. These plans include raising capital to drill the Kelly and Whipperwill vein intersection, sink a second exploration shaft on the Anniversary, and should copper and zinc prices hold steady or continue to rise, commence exploration on the TJ&Morris Copper Lead. GMRV Moves Website (09/2000) Empire, Mt. September 16, 2000 -- GMRV moved its website to http://www7.bcity.com/gmrv. The move was prompted by recent technical complications with its previous server. GMRV moved its site to bcity.com after contact with host noted that webjump.com changed their operating system over to Microsoft products. The problems appeared to be most notable when trying to access the website with Netscape, GMRV's perferred browser. "The relocation went fairly smoothly..." noted Alan Gilda, Owner. "I was suprised at the relative ease of this process. When one thinks of relocating a whole site to a new host, one thinks of lost files and lots of hours. Thankfully, our relocation went very well and I am proud of the great job our staff did." Mr. Gilda closed with. Summer 2000 (07/2000) Empire, Mt. July 24, 2000 -- GMRV has been actively searching for the source of the float gold found on the Anniversary Lode last winter. Hole 00-01 was dug about 100 feet above hole 99-03, but has not produced any color so far. The previous holes, 99-01, -02, and -03 have all produced varied amounts of course gold and galena. Hole 99-03 produced a significant amount of course color (4-8/pan) this spring from a 8-12" coluvial layer. The same colluvial layer was intercepted in hole 00-01 at 2 feet, but no color has been observed. Hole 00-02 is being proposed just below an area where there is a noticeable change in vegetation and a large amount of big boulders. Two dike-type boulders were encountered in hole 99-03 this spring that contained small amounts of copper sulphides. 2000 Mining Season Commences (04/2000) Empire, Mt. April 25, 2000-- GMRV has commenced it operations for 2000. Plans are to to complete construction of the pilot mill, rehab. the Kelly adit and shaft, continue its placer operation and surface exploration on the Anniversary Lode, and evaluate two new adjoining gold properties. The mill is just about complete. Only a couple of minor tune-ups are needed before full production begins this summer. The rehab. of the Kelly adit and shaft will be the most estensive undertaking planned for this year and will probably not be completed until fall of 2001. GMRV aquiring a larger dredge this spring. The bigger dredge will allow GMRV to double its current placer production capacity. GMRV plans to continue exploration operations on the Anniversary Lode to try to locate the source of the float gold (i.e. nuggets) discovered during last years evaluation activities. GMRV located two new gold properties ast fall adjoining their current operations. Both sites have evidence of significant historic exploration and development work. GMRV plans to undertake some inital soil sampling and surface mapping of the area to determine whether further investigation is warrented. GMRV to Construct Mill (01/2000) Empire, Mt. January 12, 2000-- GMRV has commenced construction of a pilot mill to process silver-copper ore from the Kelly vein. GMRV may also test some gold-copper ore from the StormKing and Anniversary prospects later in the fall. The mill is designed to process one 500-1000 lb batch per hour, achieving a 70-80% recovery rate. The mill will be powered by an electric generator and will be transportable by trailer. No cyanide or other chemicals will be used since the ores are currently freemilling. A leaching unit may be incorporated into the design for a permanent mill to increase recover up to 95%, once the "bugs" are worked out. GMRV plans to begin testing the circuit by May 1, 2000. The first test will be on a combination of copper, silver, and gold ores from the Kelly Project. If all goes as plannned, GMRV anticipates recovering about 40 lbs copper, 30 onces silver, and 0.50 onces gold.
