The next meeting of the NorthWest Civic Association will be held on Monday, October 4 at 7:30 PM at the Burns Avenue School.

F  Twin County Application  E

We have been informed by the Town Environmental Quality Review Commission (TEQR) that Twin County has submitted an Expanded Environmental Assessment concerning their application for redevelopment of their property.  TEQR and their consultant, Cashin Associates will evaluate and assess this information and TEQR will make their recommendation to the Town Board.  It is important to note that TEQR'S recommendations are not binding by the Town Board.
At this time the application has not been put on the TEQR meeting schedule.  Please attend the October meeting as we will be discussing this information.

Nominations and Elections

The civic election will be held at the November meeting.  We're looking for candidates to run for any of the offices.  Jo-Ann Broska, Sergeant-at-Arms, is heading the nomination committee.  If you're interested in running for an office, or know someone who is, get in touch with Jo-Ann or a board member.  To run for office a candidate must be a member in good standing for 3 months, with the exception of the position of president where the time is increased to 6 months.

Street Light Out?

If you want to get it fixed, but don't know who to call, phone 677-5915.  This number will get you the unit in the Town of Oyster Bay Department of Public Works that handles street light outages.  Call them and they will see that the light gets replaced.

On the Mend
A couple of our members have been hospitalized recently.  We all wish Audrey Peterson and Dave McCarthy speedy recoveries and the best of health.

Citizen of the Year

Linda Bennett was a guest at the annual Chamber of Commerce Dinner where she was honored as Hicksville's Citizen of the Year.  Linda serves as co-chair of the NorthWest Civic Beautification Committee as well as a being a driving force in RICH (Revitalization in the Community of Hicksville).  Congratulations Linda, its an honor well deserved!

Proposed Changes to Constitution and Bylaws

Proposed changes were presented and discussed at the September meeting.  They will be presented and discussed again at the October meeting and then voted on at the November meeting.  A capsulated review of the changes follows:

Article III   Paragraph A:   Members to be 18 years and older.
    Paragraph C:   Membership through Recording Secretary with dues.
    Paragraph D:   Dues are due July 1st.
    Paragraph E:   Dues to be fixed by Executive Board prior to renewal.
Article IV   Paragraph B:   Term of officers shall be for two years.
    Paragraph F:   If paragraph b is approved, election of officers shall be every 2 years.
    Paragraph K:   Vote shall be by closed ballet of the double blind type.
Article V   Paragraph A:   The preferred meeting date is the first Monday of the month.
    Paragraph A-1:   Annual meeting to be held in November.
    Paragraph I:   The preferred meeting date for the executive board is the third Monday.
Article VII   President:   To submit an annual report.  The December newsletter shall report the state of the civic.
Article VII   2nd Vice Pres:   Change "or" to "and."
Article VII   Executive Bd:   Expenditures in excess of $100 to go to membership.

We CAN Do It   (Actually, We Did It!)

The Beautification Committee has collected 2,000 redeemable cans and bottles.  The civic membership voted at the September 13 meeting to use the proceeds to buy a commemorative brick at Fountain Park.  Thanks go to Jo-Ann Broska and the Vietnam Veterans of America, Chapter 82, who provided major assistance in collecting cans at the Fireman's Labor Day Tournament. 

"We CAN Do It" is an initiative being promoted by RICH  (Revitalization in the Community of Hicksville).  The goals of the initiative are to promote recycling by schools, clubs organizations and individuals, using the proceeds to purchase an engraved commemorative brick at the fountain.  The cost of the brick is $100, the equivalent of 2,000 recyclable cans or bottles.  The Chamber of Commerce uses part of the proceeds for revitalization efforts.

Petro Oil

Two representatives from Petro Oil were our guest speakers at the September meeting and discussed the renovations that are planned at 477 West John Street.  The green building near the street is to be torn down and a smaller replacement is to be built next to the truck maintenance building which is located at the rear of the property.  The yard will be black-topped and the two curb cuts on West John will be eliminated.  The entrance and egress will be from Alpha Place.  The oil trucks will be parked next to the fences on the east and west sides of the property.  Employee parking will be in the middle of the yard.  A 10 foot wide landscaped area will be planted along West John between the sidewalk and the fence.  Six foot high trees and shrubs will be used.  The membership at the meeting gave Petro a vote of confidence on the plans as presented.  Petro will be submitting an application to the Town of Oyster Bay for the project.  A copy of the plans will be available at the October meeting for anyone that is interested in examining them.

The RICH Journal

Have you signed the Journal?  2,000 signatures are currently being collected of people pledging to do one thing each before the year 2000 to make Hicksville a better place.  The journal travels with a list of ideas that you can use for inspiration.  Please sign it at the next civic meeting.

Nicholas Brigandi Honored

Congratulations to member Nicholas Brigandi.  Nick recently served as the Chairman of the Hicksville Fire Department's 71st Annual Labor Day Parade and Drill.  1999 is his 40th year of active service with the fire department.
