Terror is like a sword, it should be used with agility, precision and with a well honed edge. My predecessor used it indiscriminately, and the result was a mess. I have endeavored to use reason, gentle persuasion, and where necessary force. However the legacy of my predecessor was such that conditions continue to deteriorate. This can not continue. I need a strike force that can act to arrest the decline and then aid me in reasserting dominion over the the Delta and this world.
