From 1899 to 1910 and 1913 to 1919 Julia resided in Switzerland, her permanent residence being Washington D.C.; she had obtained her previous passport at the Legation at Berne, Switzerland on June 1918.

Waterman, leaving New York about the Lapland on 3 April 1920, and transiting France on the way to Switzerland; she returned in July 1921; her spouse was listed as J. Kingsbury Waterman (deceased); she was 5 feet 3 1/2 inches tall, with a small mouth, round chin, medium forehead, brown hair and eyes, fair complexion, straight nose and round face. 3

Julia listed as a widow in the 1920 Federal Census, Washington, Washington, DC; "20th Street" noted in the margin; unmarried daughter Winifred also listed in the household.
