SAILING INSTRUCTIONS

 

VON KLEMPERER SERIES 2004/5

 

Henley Midmar Yacht Club

 

 

1. RULES.

The Regatta will be governed by the;

“Rules” as defined in the 2000/2004 ISAF racing rules of sailing (RRS),

Rules of the competing classes as defined in the notice of race,

Notice of Race, unless specifically amended by these sailing instructions,

Sailing instructions and any amendments thereof.

 

2. NOTICES TO COMPETITORS.

Notices to competitors will be posted on the official notice board located in the clubhouse.

 

3. CHANGES IN SAILING INSTRUCTIONS.

Any changes to the SAILING INSTRUCTIONS will be posted on the notice board no later than 15 minutes prior to each Briefing on the day it will take effect.

 

4. SIGNALS MADE ASHORE.

Signals made ashore will be displayed on a flagpole located in front of the clubhouse.

Flag  AP “1 minute” is replaced with “not less than 20 minutes“ in race signal AP

 

Flag D with a sound signal: The warning signal will be made not less than 20 minutes after the flag D is displayed. Boats shall not leave the shore until this signal is made.

 

Flag Y : Rule 40 applies at all times while afloat. This changes the part 4 preamble.

 

Flag B Hoisted to the yardarm with one long sound signal means that PROTEST time has begun. Lowered to the dip with one long sound signal means that 10 minutes remain to Protest Time Limit. Lowered completely with one long sound signal, shall mean that the protest time limit has ended.  

 

5. SCHEDULE OF RACES.

Each sailing day shall consist of one scheduled race.

The Warning Signal for the first race each day, shall not be sounded before 13h00 .

A maximum of 30 races are scheduled for the Series.

Where a Race is abandoned on any race day,  this race may be sailed later on the same date, at the discretion of the Race Chairman, or rescheduled to be sailed on the next scheduled sailing day,  with the warning signal for such a race being sounded not before 11h00.

6 CLASS FLAGS

There shall be a Fleet Start, with all classes starting together.  The Start Flag shall be the F Flag.

 

7 RACING AREA

Racing will take place on the Midmar Dam.

 

8 THE COURSES.

The course to be sailed will be explained in detail at each Briefing.

In all cases, yachts shall pass through the gate, (between the race committee boat and the orange buoy), when on the intended  “windward to leeward” mark run only. (“intended” to mean – as per the course layout, irrespective of wind changes thereafter.)

 

9 MARKS.

The course marks shall be Yellow Drums.

The starting and finishing marks will be the race committee boat displaying an ORANGE FLAG on the Starboard side and a small Orange buoy, on the Port end.

 

10 THE START.

Races will be started using RULE 26 with the warning signal given 5 minutes before the starting signal.

The start line will be between the mast on the committee boat displaying an orange flag and a small buoy at the port end.

A boat starting later than 4 minutes after her starting signal will be scored DID NOT START. This changes rule A4.1.

 

 

11 CHANGE OF POSITION OF THE NEXT MARK.

No course changes by change of position of mark/s may be made after the Start Signal, except that the Race may be shortened.

 

 

12 THE FINISH.

The finish line will be between the staff displaying an orange flag on the race committee boat at the starboard end and the finishing mark at the port end.

When the course is shortened, the race committee boat will display FLAG “S”  and boats shall finish by rounding the next mark and then proceeding to and finishing at the prescribed Finish Line.

 

 

13 PENALTY SYSTEM.

A boat which has taken a penalty or retired under rule 31.2 or 44.1 shall complete an acknowledgement form at the race office within the protest time limit.

As provided in rule 67, the protest committee may, without a hearing, penalise a boat that has broken rule 42.

 

 

14 TIME LIMIT

Time limits are as follows

 

Class                                                                         Mark 1 time limit.

Open                                                                         20 minutes.

 

If no boat has passed MARK 1 within the Mark 1 time limit the race will be abandoned.

 

Boats failing to finish within 20 minutes after the first boat sails the course and finishes will be scored Did Not Finish..

 

 

 

15 PROTESTS.

Protests forms are available at the race / regatta Secretary’s office. Protests shall be delivered there within the protest time limit.

The protest time limit is 40 (forty) minutes after the last boat has finished the last race of the day. The same protest time limit applies to all protests by the protest committee and to requests for redress. This changes rules 61.3 and 62.2.

Notices will be posted as soon as possible after the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the place stated on the protest notice beginning at the time stated therein.

Notices of protests by the race committee or protest committee will be posted to inform boats under rule 61.1(b)

The list of boats that, under the instruction “Penalty System : rule 67” have acknowledged breaking rule 42 or have been disqualified by the protest committee will be posted before the protest time limit

Appeals are prohibited.

 

16 SCORING.

The low point scoring system, RRS A4 will apply for LINE HONOURS, and the Hunter Class Handicap System shall apply for HANDICAP RESULTS.

  1. When 9 races or fewer have been completed, a boats series score will be the total of her race scores.
  2. When  10 or more races have been completed, a boats series score will be the total of her race scores excluding one worst score for every five races.

 

The applicable categories within the SERIES shall be scored in the open event and the overall order in which they finish in this event shall determine their position in each category with the best placed finisher in the overall results first place. Class categories will not be scored separately.

 

17 SAFETY REGULATIONS

A boat that retires from a race shall notify the race committee as soon as possible.

 

Yachts shall comply with their class buoyancy and safety requirements.

 

Competitors shall wear a personal buoyancy aid at all times while afloat in a yacht when so signalled.

 

18 HAULING OUT RESTRICTIONS

There are no hauling out restrictions

 

19 AWARDS, PRIZES AND TROPHIES.

Prizes and awards will be presented at the prize giving which will follow as soon as possible after the last race in the SERIES, at the HMYC.

 

20 DISCLAIMER OF LIABILITY

Competitors participate in this regatta entirely at their own risk. See rule 4, Decision to race.

The Organising Authority including all persons, organisations and their agents concerned with conduct of the regatta will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the regatta.

 

21 INSURANCE

It is recommended that each participating yacht carry valid insurance including third party cover.
