Dies ist ein offener Brief im Namen von 464 deutschen Wissenschaftlerinnen und Wissenschaftlern im Ausland.
Wir, die Unterzeichner, wenden uns an Sie, um unsere Unterstützung für die geplante Hochschulreform zu bekunden. Wir halten die vom Bundesministerium für Bildung und Forschung (BMBF) geplanten Reformen für einen entscheidenden Schritt in die richtige Richtung. Deshalb sehen wir mit Bedauern, dass das Reformvorhaben auf heftigen Widerspruch von Interessengruppen stößt, die um ihre Macht und ihre Privilegien fürchten. Obwohl auch wir Vorschläge zur Verbesserung des Konzepts haben, sehen wir in der geplanten Reform deutlich mehr Chancen als Risiken. Eine Reform ist längst überfällig, und deshalb ist schnelles und entschlossenes Handeln notwendig. Wir fordern hiermit alle Verantwortlichen in der Bundesregierung, in den Regierungen der Länder und in den Parteien auf, sich für eine rasche Umsetzung des Reformkonzepts noch in dieser Legislaturperiode einzusetzen. Bei jeder großen Reform sind spätere Modifikationen und Nachbesserungen unvermeidbar. Der Hinweis auf Verbesserungsmöglichkeiten darf jedoch nicht als Argument für eine Verschiebung der Reform auf unbestimmte Zeit missbraucht werden.
Wie Sie wissen, ist die akademische Struktur der deutschen Hochschulen nicht mehr zeitgemäß. Insbesondere für Nachwuchswissenschaftlerinnen und Nachwuchswissenschaftler stellt sich die deutsche universitäre Forschungslandschaft unangemessen hierarchisch und unflexibel dar. Die Zukunftsperspektiven bleiben über einen langen Zeitraum unberechenbar und sind mit willkürlichen Hürden versehen. Dies hat dazu geführt, dass immer weniger junge Wissenschaftler eine attraktive Perspektive in der akademischen Forschung sehen. Zudem verliert Deutschland viele seiner besten Nachwuchswissenschaftler, da diese nach einem Auslandsaufenthalt nicht mehr zurückkehren. Die Motive für die Rückkehrer liegen zumeist im privaten Bereich und seltener in einem attraktiven beruflichen Umfeld. Für talentierte ausländische Nachwuchswissenschaftler ist der Standort Deutschland allenfalls zweite Wahl.
Aus zahlreichen Untersuchungen ist bekannt, dass langfristig nur diejenigen Staaten wirtschaftlich erfolgreich bleiben können, die in Forschung und Entwicklung investieren. Dabei bedeutet "investieren" jedoch nicht nur, mehr Geld zur Verfügung zu stellen, sondern vor allem auch attraktive und international kompetitive Rahmenbedingungen zu schaffen. Um das zu erreichen, halten wir folgende Punkte für wichtig, von denen sich einige bereits im Reformkonzept des BMBF finden.
Die Deutsche Forschungsgemeinschaft (DFG) hat
ihrerseits bereits Reformen umgesetzt wie z.B. die Einführung des
Emmy Noether-Programms und die Möglichkeit zur Beantragung der eigenen
Stelle in Projektanträgen. Diese Neuerungen haben schon erste vielversprechende
Akzente zugunsten einer früheren Unabhängigkeit der Nachwuchsforscher
gesetzt und werden von uns sehr begrüßt. Wir fordern Sie deshalb
eindringlich auf, mit einer zügigen Umsetzung von Reformen dem Beispiel
der DFG zu folgen, um den Forschungsstandort Deutschland für die Zukunft
attraktiv und wettbewerbsfähig zu machen.
