BETHEL COLLEGE

Dr. Stutzman is an Assistant Professor of Education in the Education Division at Bethel College, a small Christian college affiliated with the Missionary Church. His instructional responsibilities range from undergraduate foundations of education courses to graduate level leadership courses.

As the Director of the Transition to Teaching program, Dr. Stutzman has responsibility for the management of Bethel College's effort in meeting the Indiana Department of Education standards for programs that would allow qualified individuals with college degrees in an area outside of education to enter the teaching profession.


1999-2004
LAKESHORE PUBLIC SCHOOLS

Dr. Stutzman was the elementary school principal of Roosevelt Elementary School in the Lakeshore Public Schools, Stevensville, Michigan. While in this capacity, he had responsibility for approximately 380 students in kindergarten through fifth grades. He also had direct supervisory responsibility for fifteen and a half full-time certified faculty as well as various itinerant and support staff members.

1987-1999
CHENEY UNIFIED SCHOOL DISTRICT #268

As the Assistant Superintendent, Dr. Stutzman is responsible for all of the curriculum and technology efforts of the 735-student school district in Cheney, Kansas. He is actively involved with the implementation of the district's reform efforts, in particular Effective Schools Research, Outcomes Based Education, and Total Quality Management. Professional development and staff training are major responsibilities. He is directly involved with review and evaluation of the district's national, state, and local assessment data as a means of assessing school improvement efforts as well as for compliance with the State of Kansas Quality Performance Accreditation process. Dr. Stutzman acts as the Local Consolidated Plan coordinator where he has financial and supervisory control of the district's Federal and special State fiscal allocations that are administered through the plan.

Responsibility for all of the district's technology efforts have been placed under Dr. Stutzman's direction. In this capacity he develops plans for the future direction of technology in the district, coordinates the implementation of current technology initiatives, monitors network administration and maintenance efforts, and locates possible supplemental funding sources. Coordination with an Internet service provider in Winfield, Kansas, has resulted not only in Internet access for students and staff on the district's local area networks but also the initiation of a local Point-Of-Presence for Internet access to the community. His focus is to ensure that the technology assets support the educational efforts of the district and provides the students with a technology-rich environment that will prepare them for the future.

Upon the tragic death of the superintendent in December 1997, Dr. Stutzman provided the leadership to ensure that the district was not only able to continue with its basic operations but was able to pursue its goals in curriculum and technology development and implementation until an interim superintendent could be named. Even after the arrival of the interim superintendent, he provided continued to provide leadership to the staff and assisted in such a manner that kept the impact of the tragedy to a minimum.

Between 1993 and 1995 Dr. Stutzman was assigned the additional duty as Assistant High School Principal. In this capacity, he is responsible for monitoring student attendance patterns, academic detentions, and supervision of student activities. He is also the administrator in charge at the high school upon the absence of the Principal.

From 1987 to 1993 Dr. Stutzman was the principal of Cheney Elementary School, a kindergarten through sixth grade attendance center with enrollment of approximately 370 students. He had direct supervisory responsibility for twenty-two-and-a-half full time certified faculty members and various support personnel as well as itinerant special education staff members who serve other districts in addition to Cheney. As the instructional leader for the school, he maintained a visible profile and used the principles of Clinical Supervision to ensure that effective teaching practices were incorporated with lesson preparation and presentation. Concern for students who are not achieving in the classroom but do not qualify for any special education program provided the impetus for his establishment of an "at-risk" tutoring program for these students. Based upon the premise that society has entered into an information age with a need to effectively manage data, Dr. Stutzman proposed and initiated a plan to automate the elementary school with networked computers, utilizing the school's media center as the core of the system and a computer laboratory for specific, whole-group instruction. As the District continues to move toward an Outcomes Based Education curriculum, he assisted the elementary school staff in the development of appropriate, measurable curricular program and course outcomes, designed to extend students to higher levels of learning.


1982-1997
U.S. ARMY RESERVE

LTC Stutzman was assigned as the Assistant Deputy Chief of Staff--Force Development (DCSFOR) in the Headquarters, 89th Regional Support Command (RSC). He was responsible for coordination of all DCSFOR actions in force modernization and manpower allocations within the 89th RSC area of operation which included all Army Reserve units in Kansas, Nebraska, Missouri, and Iowa. Previously, he had been assigned as the Chief of the Manpower Division within the DCSFOR.

Prior to his assignment to the 89th RSC, he was the Operations Officer/Quality Assurance Team Manager in the 5048th U.S. Army Reserve Forces (USARF) School. Earlier, he had also been assigned as the Director of Enlisted Courses for the School where he had supervisory control for all courses provided by the 5048th to enlisted personnel in the Army Reserve and National Guard in the western two-thirds of Kansas. Prior to that, he had been the Training Management Officer and had performed the additional duties of Contract Training Officer, Safety Officer, and Mobilization Officer.

Before his transfer to the 5048th, MAJ Stutzman had been assigned as the Logistics Readiness Officer in the Headquarters, 89th U.S. Army Reserve Command under the direction of the Deputy Chief of Staff, Logistics (DCSLOG). His previous DCSLOG assignments had been as the Assistant Maintenance Officer in the DCSLOG during which time he submitted an article dealing with an army-wide maintenance program to Army Logistician magazine which was published in the May/June 1986 issue and as the Assistant Transportation Officer.


1985-1987
SATANTA UNIFIED SCHOOL DISTRICT #507

Dr. Stutzman was the elementary school principal of Satanta Elementary School in Satanta, Kansas. While in this capacity, he had responsibility for approximately 220 students in kindergarten through sixth grades and seventeen full-time certified faculty members. He was instrumental in the implementation of a developmental first grade classroom for students who had completed kindergarten but were not developmentally ready for a regular first grade classroom placement.

1976-1985
ANTHONY-HARPER UNIFIED SCHOOL DISTRICT #361

Mr. Stutzman was employed as a sixth through eight grade teacher at Harper Grade School in Harper, Kansas for the 1984-1985 academic year. His teaching responsibilities there included all of the sixth grade science and seventh and eighth grade health. Additionally, he had the responsibility for coaching football and track.

During the previous eight years, he taught fourth and fifth grades in a departmentalized situation at Washington Elementary School in Anthony, Kansas. At various times his responsibilities included the teaching of science, mathematics, social studies, English, spelling, and writing.


1976-1982
KANSAS ARMY NATIONAL GUARD

CPT Stutzman was assigned as the Supply Distribution Officer in the Logistics Operations Section of the Headquarters, 174th Supply and Service Battalion in Coffeyville, Kansas. He had also been given additional duties of Battalion Communications Officer and Training Officer for the Battalion's Headquarters Company.

1974-1975
UNITED STATES ARMY

2LT Stutzman was assigned as the Cable Platoon Leader in Company D, 57th Signal Battalion at Fort Sill, Oklahoma. He was assigned additional duties as Motor Officer, Fire Marshal, Income Tax Officer, Unit Readiness Officer, Small Arms Control Officer, Physical Security Officer, and Pay Officer.

In May, 1975, he was Officer in Charge of 75 men sent to Fort Chaffee, Arkansas to participate in Vietnamese refugee support. Under his supervision, the men overcame a variety of hardships to erect over 500 tents in eight days.
