Bruce is a little paranoid and when Surfer comes looking for him he figures that Surfer is spoiling for a fight. Bruce hulks up. Hulk has Surfer’s board so Surfer just drains Hulk’s gamma radiation with his power cosmic and turns Hulk into Bruce.
