Increase in Hunger Prevention Nutrition Assistance Program (HPNAP) ( + )

A one million dollar increase has been proposed by the Assembly with no matching increase by the Senate.

Would Create 4000 Transitional Living Wage Jobs for low-income New Yorkers.

Increased Public Assistance Automobile Exemption ( + )

Would allow for an increased automobile exemption for those applying for Public Assistance

Child Care "in Lieu of" bill ( + )

Would allow those in paid employment to receive child care subsidies in lieu of receiving public assistance. For those receiving this type of assistance the Federal TANF clock would not begin to tick.

Learnfare ( - )

Would expand the timeline for the implementation of Learnfare, and extend the sunset date from 2000 to 2005.

The "Child Support Enforcement Improvement Act of 1999" ( - / + )

Would require a parent receiving public assistance to reveal the name of a non-supporting parent or risk losing all welfare benefits (full family sanction). Increases the pass-through amount for child support payments from $50 to $100.

Full Family Sanctioning bill (pilot districts) ( + )

This bill would allow the Office of Temporary and Disability Assistance to implement a program in several pilot districts which would allow those found to be in violation of work rules to lose ALL benefits including benefits for children.

Welfare College Internship and Work-Study bill ( + )

Would make college work-study jobs and college internships a countable work activity for the purposes of fulfilling work reuirement hours for the reciept fo food stamps and welfare. Currently, many students have to drop out of college programs of not take internships or work-study jobs which would prepare them for the workforce in order to complete workfare assignments.
