Judith Toth

Judith Toth, actually Judith C. Toth, was a Maryland Delegate who, around 1985,
proposed a bill which would have equalized music with porn in said state.
Zappa testified before the Maryland State Legislature,
and the bill was later stopped.
Judith Toth is definitely a Hungarian name.
For the time being, I have no more information about her.
