What is the C-project?

C-project's formed my Mikage Kagami.  He want to get many Tennyo and experiment on their powers.  He is very curious about Tennyo powers.  He even wants to make his own Horogomo.  The C-project also caused many problems.  Many people would die in his plan.

Personal Reasons

I believe that Kagami formed the C-project because he saw Ceres' picture when he was young.  *attracted by her beauty* I really dunno.
