 1: And when Balaam saw that it was good in he eyes of the Lord (Yehovah) to bless Israel, he went not, as at other times (cp.23:3,15), to seek for enchantments (=to meet with familiar spirits [Deut.18:10,14]. Heb. nechåshim from nacash, a serpent, cp. Gen.3:1), but he set his face toward the wilderness.

 2: And Balaam lifted up his eyes, and he saw Israel abiding in his tents according to their tribes (see Chapter 2); and the Spirit of God (Elohim) came upon him. (This expression occurs 8 times outside the books of Samuel [Gen.1:2; 41:38. Ex.31:5. Here. Ezek.11:24. 2 Chron.15:1; 24:20. In all other places it is rendere "the Spirit of Yehovah".  1: And Israel abode (i.e. till after Moses' death. Cp. Josh.2:1; 3:1, and see Mic.6:5) in Shittim (Heb.="the meadows of the acacias". Called Abel-shittim in 33:49), and the people began to commit whoredom with the daughters of Moab.
 2: And they (i.e the daughters of Moab) called the People to the sacrifices of their gods (feminine pronoun): and the People did eat, and bowed down to their gods.
 3: And Israel yoked himself to Baal-peor (Baal = lord; Peor ws the mountain on which he was worshipped [25:18. Josh.22:17]. Baal was a Moabitish idol, and those who called [v.2] the Israelites were the prostitutes necessary for his worship by others. Cp. Hos.9:10. Jer.11:13. Peor also means "opening", and may have relation to this "worship"):

and the anger of the Lord (Yehovah) was kindled against Israel (cp. Ps.106:28,29).
 4: And the Lord (Yehovah) said to Moses, “Take all the princes of the people (or chiefs. the number not stated here, but must have been 1,000, and included in the 24,000 ofv.9, and excluded in 1 Cor.10:8. The 23,000 mentioned in 1 Cor.10:8 "fell in one day": the day of the plague, vv.9,18. And those who were hanged prior to that [vv.4,5], are not included), and hang them up before Yehovah against the sun (i.e. impaled or nailed to a stake, as in crusifixion), that the fierce anger of the Lord (Yehovah) may be turned away from Israel.”
 5: And Moses said to the judges of Israel, “Slay you all every one his men that were joined (yolked) to Baal-peor.”

 6: And, behold, one of the sons of Israel came and brought unto his brethren a Midianitish woman in the sight of Moses, and in the sight of all the congregation of the sons of Israel, who were weeping before the door of the tabernacle of the congregation.

 7: And when Phinehas (Heb.=mouth of brass, mouth of a serpent. Cp. Ps.106:30), the son of Eleazar, the son of Aaron the priest, saw it, he rose up from among the congregation, and took a javelin in his hand;
 8: And he went after the man of Israel into the tent (Heb. kubbåh, a high and vaulted pleasure tent, used in worship of Baal. Occurs only here), and thrust both of them through, the man of Israel, and the woman through her belly (Heb. kobåh,the part between the ribs and loin. Occurs only here). So the plague was stayed from the sons of Israel.
 9: And those that died in the plague were twenty and four thousand (this includes the 1,000 previously "hanged", vv.4,5, as well as those who died of the "plague". These must have been the 23,000 of 1 or.10:8 which "fell in one day").

 14: Now the name of the Israelite that was slain, even that was slain with the Midianitish woman, was Zimri (=musical), the son of Salu (=weighed, only occ.), a prince of a chief house among the Simeonites.
 15: And the name of the Midianitish woman that was slain was Cozbi (=false, decietful), the daughter of Zur (=a rock); he was head over a people, and of a chief house in Midian (=strife, brawling, contention).
 16: And the Lord (Yehovah) spoke to Moses, saying,

 2: “Take the sum of all the congregation of the sons of Israel (tribe of Levi not included. Moses recieved them by number, Ex.38:26; so now, when preparing to die,he delivers them over by number. This was the 3rd numbering), from twenty years old and upward, throughout their father's house (i.e. the families. These shown here to be 47. In Gen. 46 they were 52; so 5 are extinxt. One of Simeon, one of Asher, and 3 of benjamin), all that are able to go to war in Israel.”

 53: “Unto these the land shall be divided for an inheritance according to the number of names.
 54: To the greater number you shall give the greater inheritance, and to the smaller in number you shall give the smaller inheritance: to every one shall his inheritance be given according to those that were numbered of him.
 55: Notwithstanding the land shall be divided by lot (="upon": i.e. "contingently upon" [see v.56]. By Eleazar [34:17], because, as high priest, he had the Urim and the Thummim, which were the lots cast. The high priest must be present for the lot to speak, and give Yehovah's decision [Josh.17:4. Cp. Ezra 2:61-63. Neh.7:63-65. The lot "came up" [Josh.18:11]; "came forth" [Josh.19:1]; "came out" [Josh.19:17] of the bag containing the Urim and Thummim, which was in or behind thebreastplate. See Ex.28:30, and cp. Prov.16:33; 18:18): according to the names of the tribes of their fathers they shall inherit.
 56: According to the mouth of the lot (as though the "lot" spoke and was personified, by the Fig. Prosopopoœia, see v.55) shall the possession thereof be divided between great and small.”

 63: These are they that were numbered by Moses and Eleazar the priest, who numbered the children of Israel in the plains of Moab by Jordan near Jericho.
 64: But among these there was not a man of them whom Moses and Aaron the priest numbered, when they numbered the sons of Israel in the wilderness of Sinai.
 65: For the Lord (Yehovah) had said of them (40 years before. Cp. 14:28-33), “They shall surely die in the wilderness” (see Gen.2:17; 26:28). And there was not left a man of them, save Caleb the son of Jephunneh, and Joshua the son of Nun (cp. 14:24,30,38. The whole congregation therefore composed of men over 20, and none older than 60).
